***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Office of Water Prediction (OWP), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Radiation Solutions Inc located in Mississauga, On Canada for an RS-705 console to be delivered to Chanhassen, MN.
***The sole source determination is based on NOAA’s requirement that Radiation Solutions is the only vendor that manufactures and distributes this console. The NOAA Gamma Soil and Snow Survey is a critical national public safety program that provides essential data for water resource management, flood and river forecasting. The program relies on the measurement of natural gamma radiation from the soil to determine soil moisture content and the water equivalent of snowpack. This is achieved by flying a specialized gamma radiation detector over predetermined survey lines.
For more than four decades, this program has exclusively used gamma radiation detection systems manufactured by Radiation Solutions, Inc. This long-standing relationship has resulted in a continuous and consistent dataset that is invaluable for long-term climatological and hydrological analysis. The consistency of the instrumentation and data collection methods are paramount to the integrity and reliability of the program's scientific findings.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
