Project Description: The Housing Authority of Monroe County (HAMC), 1055 West Main Street, Stroudsburg, PA 18360 will receive, until November 21st at 10:00 am via PennBid, sealed bids for the GARBAGE CONTRACT.
HOW TO OBTAIN THE IFB DOCUMENTS ON THE APPLICABLE INTERNET SITE:
The Housing Authority of Monroe County will receive sealed bids online for GARBAGE CONTRACT until NOVEMBER 21, 2025 All bids must be submitted online via the PennBid Program. All documents and solicitation are available online for no cost at https://pennbid.bonfirehub.com/

ALL QUESTIONS REGARDING THIS PROJECT MUST BE SUBMITTED ONLINE. THEY WILL BE ANSWERED ONLINE and will be posted on PennBid.
BID SUBMITAL RETURN AND DEADLINE NOVEMBER 21 10:00 a.m.VIA PENNBID. We will open line at 10:05 am
All bids must be accompanied by a Bid Guaranty in the amount of five (5%) percent of the total amount of the bid, in the form of either a certified check or bank cashier's check payable to Housing Authority of Monroe County, or bid bond on form provided, with acceptable corporate surety company as identified in Department of Treasury Circular No. 570, effective July 1, 2007, and authorized to do business in Pennsylvania.
The successful Bidder will be required to furnish a Performance Bond and Labor and Material Bond on the forms provided. Each bond shall be in a penal sum equal to one hundred (100%) percent of the Contract price, and shall be in a corporate surety company as identified in Department of Treasury Circular No. 570, effective July 1, 2007, and acceptable to the HAMC.
If equal low bids are received from responsible bidders, award shall be made upon the exercise of discretion as to the lowest responsible bidder, or all bids shall be rejected.
Bids may not be withdrawn for a period of sixty (60) calendar days following the date of opening.

Bidders’ attention is called to the requirements set for federal prevailing minimum wages to be paid to all Employees and subcontractors. Any Commonwealth of Pennsylvania rate that exceeds the corresponding federal rate is inapplicable and shall not be enforced. Provide all payrolls as needed.
Bidders’ attention is called to the requirements set forth by Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C.1701 u). All provisions of Section 3 will apply.
