Project Description: Sealed proposals for the West Lampeter Township Curb and Sidewalk Improvements along Village Road (SR 0741) will be received online via the PennBid Program (https://pennbid.bonfirehub.com) by West Lampeter Township until 2:00 PM, Prevailing Time, on Thursday, December 18, 2025, at which time they will be publicly opened via PennBid. West Lampeter Township Board of Supervisors will act on the Bid at their regularly scheduled Meeting on Monday, January 5, 2026.
The Bids must cover all costs for the completion of this project as set forth in the Project Manual. The principal items of work to be performed under the contract are: 1) site demolition; 2) full-depth pavement removal; 3) full-depth pavement shoulder widening; 4) installation of concrete curb and sidewalk; 5) installation of ADA curb ramps; 6) modification to existing stormwater collection and conveyance system; 7) installation of new stormwater collection and conveyance system; 8) driveway pavement restoration; 9) site grading, topsoil and sod placement; 10) pavement markings and signage; and 11) work of similar nature.

Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as obligee West Lampeter Township, Lancaster County. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.
Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. You are required to submit an executed anti-collusion statement with the bid.
The Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00.
A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.
A mandatory pre-bid meeting will be held on Thursday, November 13, 2025, at 9:00 AM at the West Lampeter Township Municipal Building (852 Village Road, Lampeter, PA 17537).
West Lampeter Township hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Township.
