Project Description: Proposals will be received by the Borough of Mt. Oliver via Pennbid until 10:00 A.M. prevailing time on Tuesday, April 14, 2026 for the following project:
2026 REJUVENATOR PROGRAM
This project consists of the application of Reclamite, or approved equal product, pavement rejuvenator throughout the Borough of Mt. Oliver. The application will be approximately 18,500 SY of rejuvenator as required. The project also includes all required traffic controls, resident notification, and cleanup after completion of the project.
The Borough intends to award a contract that permits the Borough, at its sole discretion, to retain the services of the selected vendor for a term of up to four years. In addition to providing unit costs for work performed in FY 2026, bidders shall separately indicate costs for three separate one-year renewal periods (FY 2027, FY 2028, & FY 2029). Such renewal prices shall be in the form of flat percentage markups on the FY 2026 unit costs.
All proposals must be submitted electronically via PennBid (http://pennbid.bonfirehub.com/), before 10:00 A.M. prevailing time on Tuesday April 14, 2026. At that time Bids will be opened with results publicly displayed on PennBid. No hard copy Bids will be accepted.
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (http://pennbid.bonfirehub.com/).
Prevailing Wage Rates are not required to be paid on the rejuvenator project.
Bidders must be PennDOT pre-qualified under the name of the bidding entity for the following Work Class Codes: E; F; F1; F2; and F3. Evidence of compliance must be submitted with the Bid for the Bid to be considered as responsive. Subcontractors shall also be required to be PennDOT pre-qualified for work categories not held by the successful Bidder or have verifiable experience.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Mt. Oliver in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.
The Proposals must be made to the Borough of Mt. Oliver, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Bidder is advised that the Borough will award the contract to the lowest responsive, qualified, and responsible bidder based on the total bid submitted. However, the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsive, qualified, and responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
The Borough reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
The Borough reserves the right to waive any bid informalities or to reject any or all bids. If more time is necessary for the determination of the lowest responsible bidder, the Borough reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted. Such date will be publicly announced immediately after the bids are opened.
