Project Description: Harrisburg Mall Limited Partnership by and through its agent LC Reserve Five, LLC will receive sealed bids for the Swatara Exchange HOP Improvements Project. The scope of work generally includes full depth paving, depth paving, milling and overlay, drainage improvements, curbing, sidewalk, ADA improvements, traffic signal improvements and other related construction improvements. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until July 14, 2026, at 3:00 PM at which time the Bids will be opened and a summary of the results will be made public shortly after. Faxed bids will not be accepted. Bids will have a tentative award date of August 2026.
The work indicated will be partially funded from the Commonwealth’s Multimodal Transportation Fund pursuant to the following grant contracts (collectively, the “Grant Contracts”):
• Multimodal Transportation Fund Grant Contract between Owner and the Commonwealth Financing Authority (Contract No. C000093080) (“CFA Grant #1”);
• Multimodal Transportation Fund Grant Contract between Owner and the Commonwealth Financing Authority (Contract No. C000095961) (“CFA Grant #2”);
• Multimodal Transportation Fund Grant Reimbursement Agreement for Highway and Bridge Projects between Owner and the Commonwealth of Pennsylvania Department of Transportation (the “PennDOT Grant”).
Copies of the Grant Contracts are included in and made a part of these bidding and contract documents. The bidding process, contract, and conduct of the work must meet the requirements of the Grant Contracts, which have or will be entered into by Owner and the parties named above. The Grant Contracts obligate the Owner to certain compliance requirements. Submission of a bid for this Project will be deemed to be the Contractors’ acknowledgement of these requirements and commitment to adhere to the same.
The contract documents and solicitation details are available at no cost on https://pennbid.bonfirehub.com/. A nominal fee is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Harrisburg Mall Limited Partnership by and through its agent LC Reserve Five, LLC in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Harrisburg Mall Limited Partnership by and through its agent LC Reserve Five, LLC.
A pre-bid meeting will be held in person on June 30, 2026 at 10:00 AM. Pre-Bid meeting location will be at 460 Mall Road, Suite B, Harrisburg, PA 17112, attendance is mandatory to bid on this project.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, as determined by Harrisburg Mall Limited Partnership by and through its agent LC Reserve Five, LLC. Harrisburg Mall Limited Partnership by and through its agent LC Reserve Five, LLC reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, all required documents as specified in the Bid Form.
