DAS EMPLOYEE POPULATION HEALTH MANAGEMENT (PHM) PROGRAM

Purpose and Background

The purpose of this RFP  is to solicit one Contractor to administer the delivery of the Agency’s Population Health Management (PHM) program to its eligible, active employees, surviving spouses of Ohio Police & Fire Death Benefit Fund recipients, and their dependents. The Agency seeks innovative, forward-thinking best practices and actively invites Offerors to present capabilities and business models that will best meet the needs of the Agency. The State of Ohio is a geographically dispersed workforce of approximately 50,500 employees located in approximately 1,540 work locations concentrated in Ohio, with a limited number of employees dispersed throughout the United States.

The Department of Administrative Services, with the cooperation of its employee unions through collective bargaining negotiations and the labor/management Joint Health Care Committee (JHCC), offers health plans as part of a benefit package for State employees.

The Agency currently partners with two Third Party Administrators (TPAs) to administer its medical plan on a self-insured basis. The Agency also partners with TPAs for pharmacy, telehealth, health savings account, and behavioral health benefits. The State offers benefits to approximately 42,550 employees.
