Project Description

An electronic version of the bidding forms, contract specifications, drawings, and available project information are available by request. To request these materials, email qbd@sfwater.org with this Contract No. WW-789R, the firm's name, full address, email address, phone number, copy of contractor’s license or business card, and a copy of a government-issued identification. Visit https://webapps.sfpuc.org/bids/ for updates. Please be advised that prior to receiving these materials, all requestors will be required to complete, sign, and comply with a Confidentiality Agreement.

The objective of the project is to construct a new chemical storage and delivery system. The new system will be located closer to the injection site and will meet regulatory and seismic standards identified in Wastewater Enterprise’s (WWE’s) level of service. The old/existing system will be demolished upon construction of new system. The work is to be performed in San Francisco, California.

Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of CMD Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 15.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs. The LBE subcontracting participation requirement is below 20% due to the involvement of complex Sodium Bisulfite system with specialized mechanical equipment including tanks, pumps, double-contained chemical piping, and chemical induction mixers. The sodium bisulfite system will be installed on a foundation built on top of torque down plies, which is included under specialized earthwork materials. The specialized mechanical equipment and torque down pile materials account for almost half of the engineer's cost estimate. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Please contact Jovi Cuntapay-Vitin at (415) 554-0632 or jovineth.cuntapay-vitin@sfgov.org for further information about the LBE requirements. Subcontracting opportunities may include, but not limited, to the following major types of work: C-8 Concrete, C-10 Electrical, C-12 Earthwork & Paving, C-36 Plumbing, D-24 Metal products. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement.

SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://www.sfpuc.gov/construction-contracts/contract-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information.
