Overview
Summary

The City of Pueblo is undertaking a re-subdivision and right-of-way vacation project for the El Pueblo History Museum campus to clarify property boundaries and streamline ownership transfer to the State of Colorado. The project involves reconfiguring land parcels to establish two distinct lots—one for the museum and archaeological pavilion and another for the associated parking lot. Additionally, existing City-owned parcels extending into Union Avenue will be amended to ensure proper public right-of-way dedication. The effort will also include vacating public right-of-way within the parking lot while preserving necessary utility easements, allowing for an orderly land conveyance between the City and the State.

To achieve these objectives, the City seeks proposals from licensed professional surveyors to perform boundary surveys, prepare subdivision and vacation plats, draft legal descriptions, and provide all necessary documentation. The selected firm will also coordinate with stakeholders, including History Colorado, Pueblo Water, and the City's Wastewater Department, to ensure compliance with local regulations. The project is anticipated to be completed within 180 days, requiring surveyors to attend key meetings and public hearings as part of the approval process.

Background

The City of Pueblo is soliciting proposals from licensed professional surveyors to prepare the necessary subdivision plats, vacation plats, legal descriptions, supplemental maps, and related documents to facilitate the re-subdivision and right-of-way vacation of land associated with the El Pueblo History Museum campus, located at 301 N. Union Avenue, Pueblo, Colorado.

This process is required to clarify property boundaries and ownership to enable the City to convey certain parcels of land to the State of Colorado.

The successful offeror will be required to provide all necessary professional services, including:

  • Data collection
  • Survey work
  • Legal document preparation
  • Coordination with stakeholders
  • Attendance at required meetings and public hearings
  • Compliance with applicable City ordinances and standards

The El Pueblo History Museum campus consists of a main museum building, an archaeological pavilion, and an associated parking lot. The property includes parcels owned by both the City of Pueblo and the State of Colorado, as well as areas currently designated as public right-of-way.

The primary objectives of this project are:

  • To re-subdivide the property into two distinct lots - one for the museum and archaeological pavilion and one for the parking lot,
  • To amend existing City-owned parcel boundaries where they extend into Union Avenue to properly dedicate those areas as public right-of-way,
  • To vacate the existing right-of-way within the parking lot while preserving necessary utility easements, and
  • To ensure all land conveyance actions between the City and the State occur concurrently with the finalization of the subdivision and vacation process.
