Title: Residential Facility Capital Funding
Addenda: 0
Release Date: 4/20/2026
Due Date: 6/5/2026
Funding from the 1590 Maureen Howard Affordable Housing Sales Tax Fund (1590) is made available to support capital costs associated with the development of one or more state-licensed residential facilities that provide services to people who have behavioral health needs. The facility must: accept Medicaid for the services it is licensed to provide; provide Medicaid-reimbursable medical and behavioral health services available to the residents onsite; be located within a city, town, or the Urban Growth Area; provide food, health care, and essential services to the residents; and be operated by a provider with demonstrated experience in serving individuals with behavioral health disorders. At least 50 beds must be dedicated to serving individuals with behavioral health needs who qualify for Medicaid.
The facility must be licensed by the Washington State Department of Social and Health Services to provide residential care services and/or licensed by the Washington State Department of Health as a behavioral health facility.
Pierce County appropriated $3,000,000 of 1590 funds in the 2026 - 2027 budget for capital costs associated with the development of one or more residential facilities that provide housing-related services to people who have behavioral health needs. In accordance with the budget ordinance, this funding is being awarded competitively by the Human Services Department.
