Description:
The Pennsylvania State Police (PSP), Bureau of Research and Development (BRD) is issuing this Invitation for Bid (IFB) to procure faraday bags.  This is a no substitute solicitation.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.gov no later than March 30, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirements Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMartketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register, obtain a vendor number, and to allow for submission of an online bid, please visit www.pasupplierportal.state.pa.us

Overview:
The Pennsylvania State Police (PSP), Bureau of Research and Development (BRD) is issuing this
Invitation for Bid (IFB) to procure Faraday Bags per the specifications provided. This is a no
substitute solicitation.
Specifications:
Mission Darkness model MDFB-M-NW-CK as follows.
Network Components:
Non-window for tablets with charging kit
Voltaic always-on 20,000mAh battery
Two (2) cable kit per bag, including lighting, USB micro, USB-C, USB extension, and
USB A to A
Magnetic closure for forensics, dual-pair seams, ballistic nylon shell, serialized, and zipper
compartment for battery and cables
External dimensions: 17.5” X 12.25”
Usage area: 13” X 11”
Estimated Quantities
It shall be understood and agreed that any quantities listed in the Contract are estimated only and
may be increased or decreased in accordance with the actual requirements of the Commonwealth
and that the Commonwealth in accepting any bid or portion thereof, contracts only and agrees to
purchase only the materials and services in such quantities as represents the actual requirements
of the Commonwealth. The Commonwealth reserves the right to purchase materials and services
covered under the Contract through a separate competitive procurement procedure, whenever
Commonwealth deems it to be in its best interest.
Manufacturer Authorization Letter
If the bidder submitting a response to this IFB and is not the original manufacturer of the equipment
being provided, the bidder must submit a Manufacturers Authorization Letter which clearly states
the bidder is authorized to provide the OEM’s equipment and services required by this IFB. The
Manufacturers Authorization Letter must reference “IFB 6100065661 – PSP BRD FARADAY
BAGS”. As part of this letter the manufacturer must also acknowledge their responsibility for any
warranty issues.
Delivery Requirements:
All products shall be delivered fully factory assembled and duty ready to the following location.
