In accordance with the provisions of the Municipal Code of the City of Redding, quotations must be
submitted to Purchasing Office, 3rd Floor, City Hall, 777 Cypress Avenue, Redding, California
96001 prior to 2:00 P.M. PT, Thursday, June 11, 2026, to furnish the City of Redding towing
service, per the specifications, terms and conditions contained herein.
QUOTES RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR
CONSIDERED.
The cut-off date and time for receiving questions regarding this bid is 5:00 P.M. PT, on Thursday,
May 28, 2026. All inquiries must be made in writing and may be submitted to the buyer’s email
address shown below.
All quotations must be submitted on the standard quotation form provided by the City of Redding.

The said quotations will be opened at 2:00 P.M. PT, on Thursday, June 11, 2026, in the
Purchasing Office, 3rd Floor of City Hall, 777 Cypress Avenue, Redding, California.
The City of Redding reserves the right to reject any or all quotes, in part or in their entirety. In
addition, the City will award any resulting agreement in a manner consistent with the City
Purchasing Ordinance.

SPECIFICATIONS
TO FURNISH
TOWING SERVICE
(Quotation #5701)
GENERAL
The City of Redding wishes to contract with a vendor to furnish labor and equipment to provide
towing to the City of Redding for fleet vehicles, property, and vehicles impounded as evidence.
A tow truck service call may include towing, jump starting a dead battery, changing a flat tire
using the spare tire, unlocking a vehicle with a slim-jim or master key, or delivering one (1) gallon
of gasoline and putting it in the fuel tank (gasoline extra charge).
Only those Tow Operators who are qualified and are, or have been, established in the business of
providing vehicle tow services are invited to submit bids.
CONTRACT TERM
The term of this contract shall be for a one-year period, from date of award through June 30, 2027.
If mutually agreeable, with all prices, terms, and conditions remaining the same, the contract may
be extended two (2) additional one-year periods, through June 30, 2029.
SCOPE OF WORK
Tow Operator shall comply with the following provisions:
a) Furnish all labor, materials, equipment, licenses and/or permits necessary for completion
of contract for the City of Redding.
b) Must be available on a 24-hour, 7-day per week basis and respond to all calls as requested
by the City of Redding.
c) Shall be responsible for the safekeeping of any property contained in vehicle.
d) Shall be responsible for re-installing vehicle drive line, if removed by vendor.
e) Shall equip and maintain tow truck(s) covered under this agreement in accordance with the
provisions set forth in the California Vehicle Code, Title 13 of the California Code of
Regulations, and the specifications contained in this agreement.
f) Tow Operator and/or his/her tow truck driver(s) shall comply with all laws and
requirements regarding GVWR and Axle Weight Rating (AWR) standards at all times and
shall not exceed the GVWR and AWR standards for the tow truck. All drivers shall be
properly licensed for the tow truck they are driving.
The Tow Operator’s personnel shall operate under these specifications and under directions given
by the City of Redding representative.

TOWING REQUIREMENTS
Primary Tow Operator shall have a maximum of thirty (30) minutes to respond to a call out. If
the primary Tow Operator is unable to respond within the thirty-minute time frame, then the
secondary Tow Operator will be called to provide the required service.
Tow vehicle drivers shall be properly licensed in accordance with Section 12804 of the State of
California Vehicle Code.
Tow Operator shall comply with all requirements included herein and made a part of this bid.
If Tow Operator is a City of Redding rotation tow service provider, a call out under this contract
does not constitute a rotation call out.
When time at the scene exceeds one hour, charges will be broken down and charged in fifteen (15)
minute increments based on the hourly rate.
TOWING EQUIPMENT
There will be three (3) classes of tow trucks covered under this agreement:
1. Class A - Light Duty
Tow Operator shall maintain a minimum of one tow truck with a manufacturer’s Gross
Vehicle Weight Rating (GVWR) of at least 14,000 pounds. Class A equipment
specifications can be found in the attached equipment specification.
2. Class B - Medium Duty
Tow Operator shall maintain at least one tow truck with a manufacturer’s Gross Vehicle
Weight Rating (GVWR) of at least 19,501 pounds. The truck shall be equipped with air
brakes and a tractor protection valve or device, and be capable of providing and
maintaining continuous air to the towed vehicle. Class B equipment specifications can be
found in the attached equipment specification.
3. Class C - Heavy Duty
Tow Operator shall maintain at least one three axle tow truck with a Manufacturer’s Gross
Vehicle Weight Rating (GVWR) of at least 33,000 pounds. The truck shall be equipped
with air brakes and must be capable of providing and maintaining continuous air to the
towed vehicle. Class C equipment specifications can be found in the attached equipment
specification.
A. Tow Operator shall submit all 3-axle Tow Trucks to the California Highway Patrol
Bi-annual Inspection of Terminals (BIT) Program and shall comply with all BIT
requirements.
Safety Chains:
Safety chains shall be rated at no less than the rating specified by the OEM.
Two safety chains shall be used for vehicles being towed. The safety chains shall be
securely affixed to the truck bed frame or wrecker boom, independently of the towing
equipment. The towed vehicle shall be secured to the towing equipment independently of

the safety chains by either two chains or two straps.
Vehicles being transported on slide back carrier shall be secured by four tie-down chains
or straps independent of the winch or loading cable.
All safety connections and attachments shall have a positive means of ensuring that the
safety connection or attachment does not become disengaged while in transit.
Control/Safety Labels:
All controls shall be clearly marked to indicate proper operation as well as any special
warning or cautions.
All tow trucks shall display signs on both sides containing the Tow Operator’s company
name, one business address, and telephone number. The signs shall be permanently affixed
and in compliance with the CA Vehicle Code.
Wire Rope (Cable)
Wire rope shall be maintained in good condition. Only wire rope with swaged ends with
metal sleeves in the loops, braided, wedge locks, or other approved methods shall be
approved for use with RPD. This does not include cable clamps. Wire rope is not in good
condition when it is stranded, knotted, crushed, excessively rusty, kinked, badly worn,
when there are 12 or more wires broken in lay length, or where there is other visible
evidence of loss of strength.
GEOGRAPHICAL AREA
The geographical area covered by this contract is as follows:
ALL COUNTY, CITY, AND STATE ROADWAYS AND PRIVATE PROPERTY WITHIN THE CITY
OF REDDING CITY BOUNDARIES, COUNTY OF SHASTA COUNTY BOUNDARIES AND AS
DIRECTED BY THE CITY OF REDDING REPRESENTATIVE AND/OR THEIR DESIGNEE(S).
SUBCONTRACTING
Tow Operator will not be permitted to subcontract said services without first obtaining the written
permission of the City.
INVOICING AND PAYMENT
Tow Operator agrees to submit all invoices to the City representative.
Each invoice shall clearly indicate the City’s agreement number, date(s) of service, vehicle
number(s), start time/finish time, and the type(s) of service provided.
When time at the scene exceeds one hour, charges shall be broken down and charged in fifteen
(15) minute increments based on the hourly rate quoted.
Fuel surcharges during the contract period will not be allowed.
