The Defense Commissary Agency (DeCA) intends to award a Firm Fixed Price (FFP) Single Award Contract for snow removal services at the Oceana Commissary. The requirement is to mitigate hazardous conditions caused by snow and ice. The contractor shall provide all personnel, labor, supervision, equipment, tools, parts, transportation, and other items necessary to perform deicing and anti-icing services. This will be considered a commercial service in accordance with the information in FAR Part 8 and FAR Subpart 12.
Performance to take place at Oceana NAS, 1300 Oceana Blvd. Virginia Beach, VA 23454. The term of the contract will include the Base Year and 4 Option Years.

The requirement will be solicited as a total small business set aside. The NAICS code applicable to this procurement is 561210- Facilities Support Services. The Product Service Code is S218 – Housekeeping-Snow Removal/Salt.
Quotes can be sent any time but no later than 12/26/2025 by 2:00PM EDT and emailed to David.mootz@deca.mil. The request for quote, any documents related to this procurement, and all amendments issued will be in electronic form only. Prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from an RFQ. Lack of registration in the SAM database will make an offeror ineligible for award.
