Description

Fisheries and Oceans Canada requires as and when assistance in operating and maintaining a remote location spawning channel located within Agassiz BC. Such a contract is imperative to the continued delivery of program objectives at Weaver Creek Spawning Channel.

Set up and dismantling of spawning channel/fish way, live adult enumeration and allocation, Juvenile collection and enumeration, dead pitch enumeration, site cleanup, safety and maintenance, channel flow maintenance, assistance with biological sampling and experimentation as required, participation in training as detailed by the Contractor and DFO.

Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

The Contractor is responsible for the preparation of all materials and information required to meet the objectives in this Statement of Work. The Contractor must develop activity plans and schedule crews to complete the as and when assistance in operating and maintaining a remote location spawning channel located within Agassiz BC.

The Contractor is required to provide adequate supervision of crews during all project activities and to establish appropriate employment work and behavioural standards.

The Contractor is responsible for ensuring that all health and safety standards are met during the implementation of contract objectives. The Contractor must establish emergency and contingency plans and procedures according to Work Safe BC standards and regulations.

The Contractor is responsible for ensuring that fish culture practices are consistent with the requirements of the Pacific Aquaculture Regulations Community Enhancement license conditions for the facility.

The Contractor is responsible for keeping biological data and activity records collected under the terms of this contract. Biological data is to be summarized daily and provided by the Project Authority.

The contractor is responsible for participating in long and short term program planning initiatives with their Project Authority and Project Planning Team, including:

a)         Training requirements

b)         Labour requirements

c)         Health and safety issues

The Contractor must ensure that all staff meet minimum training guidelines related to all Health and Safety standards, biological techniques, handling and processing of samples, regulations, and laws.

The Contractor must ensure that all designated users of government vehicles to have a valid B.C. government motor vehicle driver’s licence.

The Contractor is responsible for managing the contract budget. Over-expended budgets will not be reimbursed.

The Contractor is responsible for compliance with all contract conditions.
