This is a Sources Sought notice for domestically manufactured products only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Per the Buy American Act and Executive Order 14005, the National Institutes of Allergy & Infectious Disease (NIAID) is seeking information for domestically manufactured products only, Per the requirements under the Buy American Act and requirements relating to Executive Order 14005 entitled: “Ensuring the Future is Made in All of America by All of America’s Workers”, in the event that a nonavailability waiver request submitted through the Made in America Office (MIAO)’s Digital Waiver Portal is required." Respondents must certify in the capabilities statement that products are manufactured in the United States.
The purpose of this notice is to obtain information regarding the availability and capability of all U.S manufactured products that meet the following requirements.
Background:
The Department of Health and Human Services (DHHS), National Institute of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Division of Extramural Activities (DEA) began a project in 2002 to perform onsite administrative assessments of the administrative operations and procedures of foreign grant recipients and contractors receiving funds from NIAlD. The project provides foreign recipients with proper oversight of awards by way of performing onsite international financial systems reviews and provides related administrative technical assistance that supports the NIAID grant, cooperative agreement, and contract awardees.

All capability statements and required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit a quotation. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer that will be considered by this Agency.
Responses are due by 11:59 AM Eastern Time, Friday, January 10, 2025. All information provided will be processed and analyzed confidentially. Respondents will not be notified of the results of this RFI.
