1. INTRODUCTION
The City of Delano (“City”) is seeking proposals from qualified vendors for the supply and
delivery of Crime Prevention Vehicles from February 26, 2026, through March 12, 2026. This
Request for Proposals (“RFP”) is open to all qualified vendors. The vehicles will be unmarked
and assigned to the Crime Prevention Team. These vehicles will be used for intelligence-based
crime prevention, community engagement in plain clothes or non-uniformed capacity,
attendance at community meetings, events and outreach.
2. OBJECTIVE
The purpose of this RFP is to select and acquire two (2) vehicles that meet the specifications as
provided the same.
3. SUBMISSION GUIDELINES
All vendors interested in providing the vehicles must complete a proposal. The deadline is
Thursday, March 12, 2026, at 5:00 P.M.
No proposal shall be considered unless it is made in accordance with the provisions of the RFP.
All proposals must be labeled “RFP for Crime Prevention Vehicles,” and the proposal terms must
be firm for ninety (90) days from the date of the proposal opening in order to permit staff
evaluation and City Council award. The City of Delano reserves the right to reject any or all
proposals in whole or in part and may waive any irregularities or informalities in any proposal to
the extent permitted by law, and when the public interest will be served thereby.
Any questions relating to this RFP must be received at least four City business days prior to
closing date, any questions received after this deadline will not be addressed.

clarifications will be posted on our website along with the RFP. Please note that City staff does
not intend to meet with proposing companies to discuss this solicitation prior to the submission
deadline.
4. VEHICLE SPECIFICATIONS
The selected vendor will be responsible for providing two (2) vehicles that meet the following
criteria:
4.1 New Mid-Size SUV
4.2 New Sedan or Crossover
4.3 Unmarked and available for general use
4.4 Available for California sale
4.5 Exterior and interior colors: neutral (black, dark blue, tan, gray, or white).
4.6 Automatic transmission
4.7 Compatible with unleaded (87) fuel
4.8 Cloth interior or leather interior
4.9 Spare tire and tire changing kit equipped with all California compliant safety and
mechanical features
4.10 Advanced Safety Technologies: Features such as lane-departure warnings, blind spot
monitoring and rear-view camera.
4.11 Storage: Ample storage compartments and trunk space for day-to-day use.
4.12 Fuel Efficiency: Minimum EPA estimated fuel economy (miles per gallon) for both city
and highway driving. A minimum of 10 mpg combined.
4.13 Performance Engine: Minimum horsepower and torque specifications for reliable driving
experience.
4.14 Emissions: Must comply with California emission standards
4.15 Telematics System: Built-in compatible with tracking systems for vehicle location.
4.16 In-Car Technology: Bluetooth connectivity, and at least one USB port
4.17 Warranty Package: Minimum 3 year/36,000-mile warranty
5. SUBMITTAL REQUIREMENTS
The following minimum information should be provided in each sealed proposal and will be
utilized in evaluating each proposal submitted:
5.1 Middle Range Model Proposal:
a. This proposal should detail the cost and features above that of a base model
level for each category of vehicle. i.e., Middle ranged trim
5.2 Fully Loaded Model:
a. This proposal should detail cost and features of the fully loaded model level
for each category.
5.3 Each proposal submitted must include:
a. Detailed specifications of each vehicle make and model
b. Total cost, including delivery
c. Warranty information
d. Maintenance package details
e. Expected delivery date of vehicles
NO VERBAL, FACSIMILE OR TELEPHONIC BIDS OR ALTERATIONS WILL BE
CONSIDERED.
The City of Delano reserves the right to reject any and all proposals, to waive any informalities
in any proposal and select the one that best meets the City’s needs.
6. EVALUATION CRITERIA
A selection committee, appointed by the City Manager, will review the vendors’ qualifications.
From this review, an evaluation and selection process will be completed using the following
criteria as a benchmark for making a recommendation. The city council will award the contract
to the vendor who provides a proposal that it determines provides the best value for the city.
Consideration will be given to, but not necessarily restricted to, price, terms, delivery and prior
performance, availability of vehicles, and warranty period. The City of Delano is seeking to
purchase vehicles currently available on the dealer's lot to meet our department's urgent
operational needs. Acquiring these vehicles promptly is critical to the mission of the Delano
Police Department.
FINAL AWARD SHALL BE CONTINGENT UPON SELECTED RESPONSIBLE
COMPANY(IES) ACCEPTING ALL TERMS AND CONDITIONS LISTED WITHIN
THIS RFP.
7. INSPECTION AND ACCEPTANCE
Whenever the vehicles awarded to a Vendor have been delivered to the City of Delano, the
Delano Police Department shall make the final inspection and acceptance. Until acceptance is
complete, insurance coverage of all vehicles shall remain the responsibility of the vendor. If
upon initial inspection or during the warranty term, the vehicles are found to be defective in their
construction or deficient in any of the requirements of these specifications, the vendor shall
remedy or remove and replace the vehicle equipment in an acceptable manner and no
compensation shall be allowed for such correction for either material, labor or transportation of
material and/or repairmen.
8. DELIVERY
Successful vendor(s) shall have the vehicles delivered herein to the Central Garage at
725 S. Lexington Street
Delano, CA 93215
The City of Delano and Delano Police Department are seeking proposals on vehicles that
vendors have available in their current vehicle inventory.
9. PAYMENT
One hundred percent (100%) of the contract price will be paid within thirty (30) days following
final acceptance by the City and receipt of a properly completed invoice.
10. GROUNDS FOR DISQUALIFICATION
Factors, including but not limited to, any of the following may disqualify a proposal without
further consideration:
10.1 Evidence of collusion: Applicant represents and warrants that its proposal is
genuine and made in the interest of or on behalf of any person named therein; that the
applicant has not directly induced or solicited any other person to submit a scam proposal
or any other person to refrain from submitting a proposal; and that the applicant has not
