REQUIREMENTS/SPECIFICATIONS
Section 1:
Intent
The purpose of this invitation to bid is to establish a contract with an ODOT pre-qualified supplier (fabricator)
to furnish, test, and deliver Bridge Structural Pre-Stressed Concrete Composite Box Beam Components for
use by the Prime Contractor (also referred to as the “bridge contractor”) on ODOT Project PER-345-06.48
in Perry County, OH. The Prime Contractor has yet to be determined for this ODOT project.
Due to the time sensitive nature of this project, it is imperative that the Pre-stressed Concrete Composite
Box Beam Components being bid through this invitation to bid are delivered on time and in conformance
with these bid specifications and requirements. Included in the ODOT project is a route closure (Bid Item:
PER-345-0649) beginning August 1, 2026 and ending October 31, 2026. The Prime Contractor is only
being afforded these closure times in which to complete this project, therefore, a delay in getting these
materials could result in negative financial impacts to both the Prime Contractor and to ODOT.
These bridge components are being pre-ordered by the Department by way of this invitation to bid in an
effort to accelerate the timeline and minimize public impact by the construction project noted above.
Section 2:
2.1:
Contract Award
Award of this invitation to bid shall be made to the lowest responsive and responsible ODOT pre-qualified
Concrete Box Beam Fabricator (bidder) submitting the lowest grand total bid price for all Pre-stressed
Concrete Composite Box Beams included in Bid Items for PER-345-0649.
The Department intends to award this contract within approx. ten (10) business days after the bid opening
date. The awarded bidder shall be notified of contract award in writing and may begin the process of
preparing shop drawings after receipt of an ODOT Purchase Order.
The awarded bidder of this invitation to bid is also referred to in the sections below as the “awarded
fabricator” or “awarded vendor” or “vendor”.
ODOT Pre-Qualification Requirement
In order to be considered for award of this invitation to bid, the bidder must appear on the following list of
ODOT pre-qualified fabricators at the time of the public bid opening:

2.2: Unit Bid Prices
All unit bid prices for bid item PER-345-0649 shall be inclusive of all shop drawings, furnishing, fabrication,
performance of any non-destructive testing, storage, and shipping as specified either herein or in the
provided plan sheets in Section 3b below.
2.3: Contract Duration
This agreement shall be effective from the Date of Contract Award through August 31, 2026. Unit bid
prices submitted shall be guaranteed against increase throughout the entire duration of the contract.

B. Included as a part of these specifications and any resulting contract are the plan sheets for each of the
Pre-stressed Concrete Composite Box Beam Bridge Members Bid Items (i.e. PER-345-0649) being bid
through this Invitation to Bid. These plan sheets contain the design specifications, 2023 CMS
requirements, beam fabricator general notes, and various additional requirements that shall be fully
incorporated into this contract for each Bid Item listed.

NOTICE: Bidders are required to provide written notice to the Department if any apparent errors,
ambiguities, or questions arise as a result of the bidder’s review of these specifications and plan sheets.
Pre-Stressed Concrete Composite Box Beam Bridge Members, As Per Plan Sheets
Awarded bidder (fabricator) shall fabricate Pre-stressed Concrete Composite Box Beam Bridge Members,
Level 1, CB21-48 as per plan sheets provided above in Section 3(B) and in accordance with Section 515
of 2023 Construction and Materials Specifications (CMS), standard drawings PSBD-1-25 and TST-2-21
and the attached drawings. Awarded bidder (fabricator) shall provide Shop Drawings to the Office of
Materials Management according to CMS section 501.04. “Contractor Acceptance” of Shop Drawings shall
be completed by the awarded bidder. The awarded bidder shall fully comply with the requirements of these
sections.

TE-24 Requirements
The Ohio Department of Transportation, Office of Materials Management will perform quality assurance
during manufacturing of these bridge components, utilizing the automated TE-24 process (Notice of
shipment of plant tested and approved material). The awarded fabricator must contact the Office of
Materials Management at 614-275-1351, immediately upon receipt of a State of Ohio purchase order for
further details.

Quality Control
The awarded fabricator is expected to comply with all quality control, inspection, storage, and testing
procedures outlined in the 2023 CMS Section 515 (link below) for all Pre-stressed Concrete Composite Box
Beam Bridge Members to be fabricated through the award of this invitation to bid.

Delivery and Storage Requirements
The awarded fabricator must meet the following delivery and storage requirements:
a. It is anticipated that the awarded fabricator may have to store Bid Items for a period of up to thirty (30)
calendar days beyond the given availability deadlines in Sections 4b. and 4c. below. During this period,
the awarded fabricator shall take all care and responsibility to protect the finished components and
coatings from damage. Any materials stored pursuant to this agreement that are damaged in any way
shall be of no fault of the Department or Prime Contractor. It shall be the sole responsibility of the
awarded fabricator to expeditiously repair any damage or defects, at its own expense, occurring during
the storage of all materials prior to making delivery.
b. All completed bridge components pursuant to Bid Item: PER-345-0649 must be available for delivery
by no later than 8/01/2026. Materials shall be properly stored at the awarded fabricator’s premises with
shipment made thereafter per the prime contractor’s schedule.
c. The Prime Contractor for this bridge replacement project will schedule delivery with no less than a
minimum of fourteen (14) days advance notice to the awarded fabricator. The awarded fabricator must
provide delivery of ordered items within 30 minutes of the Prime Contractor’s scheduled hour for
delivery.
d. The Prime Contractor may choose to schedule the delivery of these bridge components at any time
during a 24-hour day on or after 8/01/2026 for Bid Item: PER-345-0649.
e.
f. The awarded fabricator must deliver completed bid items to the exact location(s) specified by the
Department’s Prime Contractor.
g. The Department’s Prime Contractor will be responsible for unloading all bridge component items at the
project site.
h. The awarded fabricator is expected to cooperate fully with the Prime Contractor regarding the safe off-
loading and placement of all bid items.
4.1: Delivery Location
The net unit bid pricing submitted for Bid Items: PER-345-0649 shall be inclusive of all delivery charges,

Prime Contractor shall give the awarded fabricator the exact drop location details when placing the order
for delivery.

4.2: Late Delivery Damages
Pursuant to Section 1: Intent above, the concrete bridge components bid through this invitation are critically
important to the timely completion of all work related to ODOT Project PER-345-06.48. The to-be-
determined Prime Contractor may receive monetary incentives for timely completion of this project, which
makes the availability of these concrete bridge components paramount to their success. Conversely, the
Prime Contractor’s failure to complete this work within their stated time shall constitute grounds for
assessment of monetary disincentives. Therefore, any delay in delivery caused by the awarded fabricator’s
failure to deliver any bridge components within the prescribed timeframe shall constitute grounds for the
Department to assess late delivery damages. These late delivery damages assessed against the awarded
fabricator by the Department will equal $5,000 per calendar day and shall continue to be assessed until
completed delivery occurs. This manner of calculating damages against the awarded fabricator shall be
used in lieu of assessing similar liquidated damages per the method described in the Department’s standard
terms and conditions.
The total amount of late delivery damages assessed against the awarded fabricator shall be deducted from
any invoices to be paid by the Department for delivered materials.
