Project Description: Charlestown Township will receive sealed bids for the Charlestown Township Route 29 and Yellow Springs Road Project. The scope of work generally includes excavation, full depth pavement restoration, concrete curb, sidewalk and cheek walls with ADA ramps, pavement markings, signs, and signalization items. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until January 15, 2026 at 3:00 PM at which time Bids will be opened and a summary of the results will be made public shortly after. Bids will have a tentative award date of February 3, 2025. Faxed bids will not be accepted.
The work indicated will be at a minimum, partially funded via Local Share Account (LSA) Grant from the Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the LSA grant agreements, which has been entered into by Charlestown Township, and the Commonwealth of Pennsylvania. The agreement(s) obligates Charlestown Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder’s attention is directed to the Technical Specifications Section of the bid package, which contains the LSA Reimbursement Agreements and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the LSA program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
The contract documents and solicitation details are available at no cost on https://pennbid.bonfirehub.com/. A nominal fee is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Charlestown Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Charlestown Township.
A pre-bid meeting will be held virtually on December 29, 2025 at 11:00 AM. All plan holders will receive a notification on December 26, 2025 with instructions for how to access the virtual pre-bid meeting for this project.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Charlestown Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non-collusion affidavit contained in the contract documents.
