Notice Type: Synopsis of Contract Action – HERO SAFE Headsets – Sole Source Award to Flightcom Corp



Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1).

Synopsis:



This is a Sole Source synopsis published for informational purposes only.





The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Flightcom Corp located at 17600 SW 65th Ave Lake Oswego, OR 97035 for the following headset system:

- P/N: FLCPWS-10, Flightcom Complete 10-User Wireless Headset System, QTY 2

- P/N: PR-71X, Adap Motorola APX, QTY 2



- Freight, QTY 1





Due to the fact that Flightcom Corp. is the sole manufacturer and distributor of these headsets, the contract will be awarded without full and open competition.



In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:



Flightcom Corp, a division of Sonetics Corporation, manufactures headsets approved for use during weapons loading per attached memo titled "Approval for Use of Sonetic Headset, Model Number APX377, Around Ordinance Containing Electronically Initiated Devices". This memo states that the requested headsets are safe for use around HERO (Hazards of Electromagnetic Radiation to Ordinance) SAFE and HERO UNSAFE nuclear weapons. If unauthorized headsets are utilized in the presence of HERO UNSAFE weapons, they may be accidentally triggered by electromagnetic fields which will be extremely detrimental to military personnel and civilians in the surrounding areas.





These wireless headsets meet mission requirements by providing clear, continuous communication for the entire load crew, improving situational awareness and reducing risks like tripping over cables. The wireless design also eliminates the threat of electromagnetic interference with munitions. This freedom from cords allows the crew to move without restriction, monitor the loading process in real-time, and make immediate adjustments. As a result, workflows are optimized, bottlenecks are cleared, and load times are significantly faster.





There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirements.

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
