Land Conveyance RFP for Developers and Manufacturers

Project Description: REQUEST FOR PROPOSALS
The Scranton Redevelopment Authority (the “SRA”) is seeking proposals from developers and home manufacturers for the development of high-quality affordable homes on designated publicly owned parcels in Scranton, PA. Vacant, cleared parcels will be made available for $1 each for the development of new construction homes. Proposals are to be received online via PennBID until 'Proposal Submission Time, 'Proposal Submission Date, at which time such proposals will be opened online.

AFFORDABLE HOMES DEVELOPMENT PROPOSALS
Proposals shall be made upon the specifications included in the official Proposal Request which may be obtained by visiting the PennBID portal. Once registered, companies may view and respond to this solicitation and will appear on the respondent list. Companies that fail to download documents or begin a submission on this project will not receive automatic addenda notifications, nor will they be able to draft a response in the PennBID portal and therefore will be unable to participate or be considered for this RFP.
All proposal documents and supplementary documents must be uploaded and submitted using the PennBID portal prior to 'Proposal Submission Time, 'Proposal Submission Date, as instructed in this solicitation. If a Respondent encounters any technical difficulties utilizing the PennBID e-Procurement Portal, a representative may contact PennBID. It is still the Respondent's responsibility to ensure that their response is submitted before the deadline.
