Description
Washington Headquarters Services (WHS)/ Acquisition Directorate (WHS/AD) is releasing this solicitation electronically only, via a request for proposal (RFP) on Procurement Integrated Enterprise Environment (PIEE) Solicitation Module(https://piee.eb.mil/) with a notice and link transmitted to www.sam.gov for Leadership Research Assistant Support Services. This electronic version of the Request for Proposal (RFP) is the official version for this acquisition. No hard copy of this solicitation will be issued. Offerors will be notified of any and all applicable amendments to this solicitation electronically via PIEE Offerors shall submit their proposals electronically via PIEE. Any proposal received after the due date and time specified for receipt will be considered late and will be rejected. The Government anticipates award of single award contract to the responsible Offeror that submits the offer that is most advantageous to the Government based upon the evaluation factors discussed in this RFP. All Offerors must comply with the following instructions for proposal format and content. Proposals that do not comply with these instructions may render the Offeror ineligible for award. The Offeror shall submit documentation illustrating its approach for satisfying the requirements of this solicitation. Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offerors proposal against the evaluation criteria. The documentation shall address all aspects of this solicitation and include the Offerors approach to performing and satisfying the requirements specified in the Performance Work Statement (PWS). This solicitation is a 100% set-aside for small business concerns under NAICS code 541720 Research and Development in the Social Sciences and Humanities. The Government intends to award without discussions but reserves the right to conduct discussions if determined to be in the Governments best interest. Vendors are hereby instructed that, regardless of any language that may be used in this solicitation, the Department is NOT conducting this procurement under FAR (Federal Acquisition Regulation) Part 15, Contracting by Negotiation. This procurement is being conducted under FAR 13, Simplified Acquisition Procedures, and FAR Part 19.5 Small Business Total Set-Asides, Partial Set-Asides and Reserves, in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services. QUESTIONS AND RESPONSES TO SOLICITATION - All questions, concerns, or requests for clarification for this RFP shall be submitted via PIEE Solicitation Module under RFP# HQ003425RE109 by 2:00pm Eastern Standard Time (EST) on June 26, 2025.
