SPECIAL NOTICE H92239_FY26_SWCSID



U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) Industry Day



USAJFKSWCS is modernizing its training methodologies to prepare Army Special Operations Forces (ARSOF) to operate and win in the complex, data-driven modern battlespace. To inform this effort, USAJFKSWCS is hosting a "SWCS Industry Day" as a targeted market research forum on 26 June 2026 at the Fort Bragg Lt. Gen James M. Gavin Joint Innovation Outpost (JIOP).



PURPOSE – USAJFKSWCS has a critical need to conduct market research on current commercial technologies that support training for Information Advantage and Operations in the Information Environment (OIE). The command must understand what emerging solutions exist to bridge the gap between traditional training and the highly contested, data-rich operational realities our forces face globally.



CAPABILITIES OF INTEREST – USAJFKSWCS seeks information on novel commercial technologies that can help achieve the following operational outcomes:




  • Create a Realistic and Immersive ARSOF Training Environment

  • Improve Performance Assessment for ARSOF tasks in the information environment

  • Accelerate Learning and Adaptation by providing agile, updatable training platforms



To achieve these outcomes, USAJFKSWCS is interested in capabilities including, but not limited to, the following areas:



1. Synthetic Training Environments (STE) / Scenario Development



Capability: Closed-loop, hyper-realistic Information Environment (IE) simulators mirroring modern social media, enabling operators to practice messaging and counter adversarial bot-nets without risk of live-network spillover.



Technical response question: How rapidly can your system ingest current, real-world internet data to generate a new, completely disconnected synthetic training scenario?



2. Sensing the Operational Environment (OE)



Capability: AI-driven psychographic mapping tools for Target Audience Analysis (TAA), capable of aggregating unstructured, multi-lingual Publicly Available Information (PAI) to identify psychological vulnerabilities and population attitudes.



Technical response questions: How does your platform differentiate between organic human sentiment and synthetic, bot-driven narratives when analyzing PAI? Can your system detect voice-cloning and manipulated audio independently of video analysis?



3. Data-Driven Analysis & Course of Action (COA) Development



Capability: Analytical software, including AI/ML-assisted platforms, designed to analyze complex data sets, forecast outcomes, and recommend COAs.



Technical response questions: Can your AI/ML models provide transparent, "explainable" logic for their COA recommendations? Black-box AI is a liability. How does your detection model perform on highly compressed, low-resolution media typical of third-world social media environments? Can your system detect voice-cloning and manipulated audio independently of video analysis? What workflows does your platform enforce to guarantee a human operator reviews, edits, and approves all AI-generated content prior to dissemination?



4. Rapid Assessment / Cognitive Battle Damage Assessment (BDA)



Capability: Algorithmic sentiment diffusion tracking and behavioral dashboards that provide quantifiable Measures of Effectiveness (MOEs) for informational campaigns.



Technical response question: What specific quantitative metrics does your tool utilize to calculate BDA for cognitive or behavioral shifts?



5. Agile Knowledge Management (KM)



Capability: Edge-capable, low-bandwidth data ingestion nodes that allow tactical teams in disconnected, intermittent, or limited (DIL) environments to rapidly retrieve synthesized human terrain data.



Technical response question: How does your architecture ensure interoperability with existing ARSOF data lakes, and does it function in zero-bandwidth environments? Is your generative model fully containerized, ensuring that the prompts and narratives we generate do not train your commercial baseline model?



6. Data Extraction and Processing with non-Extract Transform and Load (ETL) Technology



Capability: Ability to search and pull vast amounts of data from disparate sources and processing for use without data lakes or intermediary storage; vice Extract Transform and Load technology.



Technical response question: How does your solution conduct simultaneous, real-time searches across multiple connected data sets, and does it utilize "plug and play" data connectors to simplify integration?





SUBMISSION INSTRUCTIONS –All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Do NOT submit classified material. Contractors responding to this Request for Information are asked to provide the following information:



1. Company’s full name and address, and Point of Contact information



2. Unique Entity Identifier (UEI) and Cage Code



3. Business size (whether large, small, small-disadvantaged, 8(a), HUB Zone, women-owned, Service-Disabled Veteran Owned Small Business, historically black college or university, and/or minority service institute)



4. A brief description (no more than 5 pages) of the supplies/services meeting the salient characteristics listed in this request that responds to the technical capability questions listed herein.



Capability Statements/responses are due no later than 1:00 PM EST, 15 May 2026. Email responses to LTC Alex Oshobu at alexander.a.oshobu.mil@socom.mil and reference “SWCS Industry Day” in the subject line.





ATTENDEE SELECTION – Space is limited to a maximum of 36 booth/presentation spaces. Technical capability submissions will be initially reviewed to confirm the submitted capability meets one of the above-listed capabilities of interest. Following the initial screening, attendees will be randomly drawn until a maximum of 36 vendors are selected. Randomly selected attendees will receive an invitation and security clearance verification request via email NLT 30 days prior to the event. Individual attendees are required to possess a SECRET level security clearance which will be verified in the Defense Counterintelligence and Security Agency (DCSA) system.
