Bid Type: Job Contract Locations: Chittenden Keywords: Construction (Non Building) Bid Description: ADVERTISEMENT FOR BIDS TOWN OF COLCHESTER, VERMONT WEST LAKESHORE DRIVE SEWER SERVICES CONTRACT NO. 1B/RF1-371 General Notice Town of Colchester, Vermont (Owner) is requesting Bids for the construction of the following Project: West Lakeshore Drive Sewer Services, Contract No. 1B. Bids for the construction of the Project will be received in person at the Colchester Town Office located at 781 Blakely Road, Colchester, VT 05446 until 1:00 PM local time, January 13th, 2026. At that time the Bids received will be publicly opened and read. If BIDS are forwarded by mail, the sealed envelope containing the BID must be enclosed in another envelope containing the BID addressed to the Town of Colchester, 781 Blakely Road, Colchester, VT 05446. The Project approximately includes the following Work: On West and East Lakeshore Drive, installation of approximately 1,800 LF of 1 ½” sewer forcemain, 1,100 LF of 2” sewer forcemain, 5,400 LF of 4” sewer service lines, 4,800 LF of 6” sewer service lines, gravity sewer manholes, grinder pump stations, surface restoration, and all other necessary appurtenances. Sewer services will be connected to sewer service stubs that were installed to the edge of the right of way as part of earlier Contract No. 1A. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Ferrell Street, South Burlington, VT 05403, (802) 865-4503. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office at a non-refundable cost of $250.00 for each set, plus shipping. This purchase price includes a full set of Bidding Documents and an electronic copy of the Bidding Documents in portable document format (PDF). Alternatively, electronic only copies in portable document format (PDF) of the Bidding Documents are available for a non-refundable charge of $130.00 plus shipping. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge will depend on the shipping method chosen. Bidding documents may be examined at 781 Blakely Road, Colchester, VT 05446 on Mondays through Fridays between the hours of 9:00 AM and 3:00 PM, or by appointment and at www.aeengineers.com. Pre-bid Conference A pre-bid conference for the Project will be held on December 30th, 2025, at 10:00 AM, at the Colchester Town Offices, 781 Blakely Road Colchester, Vermont 05446. Attendance at the pre-bid conference is encouraged but not required. Funding and Project Procurement This project is funded in part through the Vermont Clean water State Revolving Fund. Consequently, the following provisions apply to this WORK. 1. Bid Security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements. 3. Performance BOND and Payment Bond each in the amount of 100% of the contract price 4. AIS (American Iron and Steel), provisions of P.L. 113-76 of the Consolidated Appropriations Act. 5. Federal Wage Rates as determined under the Davis-Bacon Act 6. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M- 22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. 7. Prohibition on Certain Telecommunications and Video Surveillance Services Equipment. The following waivers apply to this Contract: 1. BABAA De Minimis, Small Grants, and Minor Components 2. An adjustment waiver period for BABAA requirements has been submitted for this project. Instructions to Bidders.
