Inmate Communications Consulting, Management, and Validation Services

The County of Orange, Probation , (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for Inmate Communications Consulting, Management, and Validation Services . The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. The Orange County Probation Department (OC Probation) seeks a qualified contractor to provide comprehensive inmate communications consulting, management, oversight, reconciliation, and implementation support services. The selected Contractor shall assist OC Probation with planning, procurement, implementation, and day-to-day management of inmate communications technologies and related systems. The Department requires ongoing expert support to ensure effective procurement, compliance oversight, accurate billing, system reliability, technological advancement, and alignment with regulatory requirements.
