Project Description: Capital Region Water (CRW) is accepting sealed bids for:
Maintenance Contract for Water and Sewer Service Line Replacement
Sealed bids will be received online by Capital Region Water in the PennBid Procurement Portal https://pennbid.bonfirehub.com/, until Monday, May 16, 2025 at 12:00 p.m., and, thereafter, bids will be opened online. Any bid received after the said date and time will not be opened. A complete proposal packet may be obtained online, at no cost, in the PennBid Procurement Portal https://pennbid.bonfirehub.com/.
Capital Region Water intends to award contracts up to the three overall lowest responsible bidders for each category of as-needed service line repair Work described in the bid documents as determined by Capital Region Water’s Board of Directors in the best interest of Capital Region Water. In accordance with the Proposal Form and related Cost Sheet, Bids shall be submitted for sewer lateral and water lateral replacements. Bidders may submit bids for all categories of work or for only one category of work at their discretion. CRW intends to award contracts up to the three lowest responsible bidders for each category of bid work (i.e., excavated sewer laterals, lined laterals, and water lateral replacement). Work will be performed on an as-needed basis and no amount of work is guaranteed.
A mandatory Pre-Bid meeting is scheduled for all interested parties on Monday April 28, 2025 at 10:00 a.m. at the following Capital Region Water location. Potential bidders attending will be required to register upon arrival. There is no requirement to register prior to this date.

Performance Bonds and Payment Bonds are required for this bid in accordance with the contract documents. Bid Bonds are not required. An anti-collusion affidavit is required for this Bid.
Bids shall be submitted only on the included Proposal Form Bidders may make comments to clarify their bid, however, Bidders cannot change, modify, delete, or make additions to the words of any of the bidding documents including, but not limited to, the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a bid may be cause for rejection of the bid. Alterations by erasure or interlineation must be explained or noted in the bid over the signature of the Bidder. All Questions and/or inquiries regarding the bidding documents must be submitted online in the PennBid Procurement Portal “Messages” Section, “Vendor Discussions” Tab by Friday, May 9, 2025, at 12:00 p.m. (“Questions Due Date”) TELEPHONE AND E-MAIL INQUIRES WILL NOT BE ACCEPTED.
Bidding Documents may only be modified by Addendum issued by Capital Region Water online in the PennBid Procurement Portal “Messages” Section, “Public Notices” Tab by Friday, May 9, 2025, at 12:00 p.m.
