USAID intends to issue a solicitation for a U.S. Personal Services Contract (USPSC) for one (1) Youth and Civic Education Advisor, one position at the GS-13 equivalent level for USAID’s Bureau for Democracy, Human Rights, and Governance (DRG)/Office of Civil Society, Labor, and Media (CLM).
USAID seeks a development professional who is a subject matter expert on youth and civic education. As a direct report to the CLM Office Director, or their designee, the Youth and Civic Education Advisor provides support to the CLM Office, other DRG Bureau offices, USAID Missions, and the Agency to advance thinking and approaches regarding youth and civic education development efforts. The Youth and Civic Education Advisor will support CLM to integrate these issues across the broader USAID development objectives and to elevate issues within the Agency and enhance the impact of USAID programming across sectors. The Youth and Civic Education Advisor will also advance the DRG Bureau’s learning efforts to address gaps in knowledge, identify issues and trends, and collect best practices relevant to programming. The Youth and Civic Education Advisor will collaborate closely with the Agency’s Youth Coordinator, with Mission Youth POCs as appropriate, and will assist DRG practitioners and policymakers in implementing the Agency’s Youth in Development Policy.
The duration of the contract period is anticipated to include a two (2) year base period with three (3) one-year option periods for a total maximum possible period of performance of five (5) years.
