The Town of Truro, the Awarding Authority, invites sealed bids from General Contractors for the
construction of the New Department of Public Works Facility, located at 17 Town Hall Road,
Truro, Massachusetts, in accordance with the documents prepared by Weston & Sampson Engineers,
available on, and dated Wednesday, March 4, 2026.
General Bids will be received electronically until 2:00 pm prevailing time, on Thursday, April
16, 2026, and publicly opened, forthwith online.
Filed Sub-bids for the trades listed below will be received electronically until 2:00 pm prevailing
time, on Thursday, April 2, 2026, prevailing time and publicly opened, forthwith online.
The scope of work is for the construction of a new Public Works Facility and associated supporting
infrastructure. The project includes construction of a pre-engineered building to support the
operations, including an office area, employee facilities, workshops, vehicle maintenance, wash
bay, and vehicles storage. The site development work will include, but is not limited to, earthwork,
grading, drainage, paving for circulation/parking, curbing, and landscaping.

$ 25,124,350.00

Addenda, if issued, will be posted to the Projectdog website and shall be accompanied by e-mail
notification to every individual or firm on record as having received the Contract Documents. Hard
copies of addenda will not be mailed or faxed. It shall be the sole responsibility of the Contractor
to ascertain the existence of any and all addenda and to acknowledge the same on its bid submittal.
The selected contractor shall furnish a performance bond and a payment bond in amount at least
equal to one hundred percent (100%) of the contract price as stipulated in Section 00 72 00
GENERAL CONDITIONS of these specifications.

General Contractors shall file their bids with a copy of the certificate from Division of Capital
Asset Management and Maintenance (DCAMM) showing that they are eligible to bid on projects
of this category, of this estimated project dollar amount and up to an aggregate limit, and with an
Update Statement, DCAM Form CQ3 Section 00 45 13-Attachment A and Certificate of
Eligibility, DCAM Form CQ7.
Subcontractors shall file with their sub-bids a copy of their DCAMM Certificate of Eligibility and
Sub-Bidders Update Statement.
All bids for this project are subject to applicable bidding laws of Massachusetts, including General
Laws Chapter 149, Section 44A to 44J inclusive, as amended.
Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and
Workforce Development under the provisions of the Massachusetts General Laws Chapter 149,
Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before
bid opening, to request, if necessary, any additional information on Prevailing Wage Rates for
those trades people who may be employed for the proposed work under this contract.

All required forms must be completed, combined, and submitted in a single, unrestricted PDF
formatted file. The Respondent must fill-in all required fields and signatures either digitally or
manually (print, fill-in, and scan to PDF).
The Respondent shall access the Projectdog.com E-Bidding System by entering the Project Code
in the project locator box and then selecting “Sub E-Bid” from the project’s “Project Details”
page. Select “GO” from the Bidding Trades table to continue to the SOQ Submission page.

Respondents may upload (“Add File” or “Replace File”), review (“View File”), submit (“Submit
my E-Bid”), or retract (“Retract my E-Bid”) their SOQ at any time prior to the designated
deadline. The server clock is displayed on the project’s E-Bidding page and is the time of record.
Respondents must select “Submit my E-Bid” prior to the designated deadline to officially
submit their SOQ online. Once submitted, the SOQ cannot be edited. To modify a submitted
SOQ, Respondents must retract the submission, make any necessary changes, and then upload
(“Replace File”) and submit their updated SOQ package. Upon submitting or retracting their
SOQ, Respondents will receive a convenience e-mail for informational purposes only.
Respondents shall contact Projectdog if the email is not received.
Any amendment to the RFQ shall be issued through written addenda and posted to the
Projectdog website accompanied by e-mail notification to every individual or firm on record as
having received the RFQ documents. Hard copies of addenda will not be mailed or faxed. It shall
be the sole responsibility of the Respondent to ascertain the existence of any and all addenda.
Failure of any Respondent to receive any addendum shall not relieve such Respondent from any
obligation imposed by such addendum. Each Respondent shall be required to acknowledge and
certify receipt of addenda on the appropriate SOQ Submission Form.
Respondents are strongly encouraged to review (“View File”) and confirm online that their SOQ
package has been submitted successfully. Timely submission of SOQs shall be the full
responsibility of the Respondent. It is also the Respondent’s responsibility to ensure that their
submission is 100% true, complete, and accurate.
Any submission may be withdrawn (retracted) prior to the designated deadline by selecting
“Retract My E-Bid” from the project’s E-Bidding page. Upon retracting, the Respondent will
receive a convenience e-mail for informational purposes only. It is the Respondent’s
responsibility to confirm online that their SOQ has been retracted successfully.

All firms interested in responding to this RFQ must complete the RFQ Interest Survey
online at www.Projectdog.com prior to the submission deadline.

above-referenced public building construction project and is requesting that it be added to
the list of firms that will receive any addenda to the RFQ on the Project. The Awarding
Authority assumes no responsibility for a firm’s failure to receive any addenda or other
correspondence related to this RFQ due to the firm’s failure to submit an RFQ Interest
Form as directed above or for any other reason.

By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn
for a period of 30 days, Saturdays, Sundays, and legal holidays excluded after the opening of bids.
Funding for this project may be contingent on Town Meeting approval for further
appropriation at the Town of Truro Special Town Meeting to be held on Saturday, May 16,
2026.
The Owner reserves the right to waive any informalities in bids and to reject any or all bids.
