NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about March 26, 2025 the City of Warren, Ohio will submit a request to the United
States Department of Housing and Urban Development for the release of HOME Investment
Partnerships Program (HOME) funds under Title II of the Cranston-Gonzalez National
Affordable Housing Act (42 U.S.C. 12721 et seq.), to undertake a project known as TNP-732-
S-State-Line-Rd,-Masury,-OH-44438 for the purpose of rehabilitating a 4-bedroom home built
in 1914 located at 732 S State Line Rd, Masury, OH 44438, parcel ID# 03-005250 in order to
ultimately sell it to a low- to moderate-income individual/family. The general scope of work
includes, but is not limited to: replacing gutters & downspouts; replacing all windows, exterior
doors, & interior doors; repair/replacement of all major mechanicals for code compliance; full
gut & remodel of kitchen and bathrooms; new flooring throughout; repair & painting of all
interior wall surfaces; install new attic insulation. Lead remediation/abatement and clearance
will be achieved prior to the house being listed for sale. The duration of the project should not
exceed 18 months and has an estimated cost of $182,059.00.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58
from National Environmental Policy Act (NEPA). An Environmental Review Record (ERR)
that documents the environmental determinations for this project is on file at the
Community Development Department, 258 E Market St., Suite 305, Warren, OH 44481 and may
be examined or copied weekdays 8:30 A.M. to 4:00 P.M., by appointment only.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of
Warren, Ohio Community Development Department. All comments received by March 25,
2025 will be considered by the City of Warren prior to authorizing submission of a request
for release of funds.
