Housing Forward Cities - Missing Middle Project

The Metropolitan Council is soliciting proposals for strategic leadership to build a coalition of "Housing
Forward Cities" and develop a suite of technical tools. The coalition will review best practices for land
use, zoning, and building codes to identify best strategies to advance 'Missing Middle' development.
The selected Contractor will review existing zoning, land use, and building codes and provide advisory
services to Housing Forward Cities. A central deliverable is a "Pattern Book" of housing designs owned
by the Council for free distribution to residents within member cities. The anticipated schedule for this
procurement is as follows:
RFP Issue Date August 20, 2026
Pre-Proposal Meeting August 31, 2026, at 1:00 PM CST
Questions Due August 31, 2026, at 4:00 PM CST
Proposals Due September 22, 2026, at 4:00 PM CST
Award November 2026
