SUBMISSION DEADLINE AND OPENING: All proposals must be submitted in a sealed
envelope labeled “Gas Monitor RFP". Proposals are due and will be opened on Friday, March
27, 2026, at 1:00 PM at the Rock Island Central House.
1. PURPOSE
The Rock Island Fire Department is seeking proposals from qualified vendors for the supply of
portable gas detection monitors, calibration stations, and related accessory equipment.
2. EQUIPMENT SPECIFICATIONS
The proposed solution must include the following equipment:
A. Portable Gas Monitors
Four-Gas Monitors (Quantity: 9): Must be capable of detecting Oxygen (O2), Lower
Explosive Limit (LEL), Carbon Monoxide (CO), and Hydrogen Sulfide (H2S). The units
must be rugged and water-resistant, and they must feature clear visual, audible, and
vibration alarms.
Single-Gas CO Monitors (Quantity: 10): Must be fully serviceable (not disposable) to
allow for sensor and battery replacement.
Single-Gas HCN Monitors (Quantity: 2): Dedicated Hydrogen Cyanide (HCN)
monitors for specialized environments. These units must be fully serviceable (non-
disposable) to allow for sensor and battery replacement.
B. Mounting & Accessories
Apparatus Mounts (Quantity: 8): Designed for secure vehicle or wall installation,
featuring integrated charging capabilities for the four-gas monitors.
Confined Space Pump Unit (Quantity: 1): An external or integrated pump compatible
with the specified four-gas monitors. Must include at least 15 feet of sampling hose and a
probe.
C. Calibration & Maintenance Station
Automated Docking Station: A modular automated bump and calibration "docking
station" system capable of performing automated bump tests, calibrations, and data
logging for both the four-gas and single-gas monitors.
Calibration Gas: Must include all necessary Four-Gas mix calibration gas and HCN
calibration gas.
Integration Equipment: A complete "turn-key" setup that includes all necessary
regulators (demand flow or constant flow as required by the station) and required tubing.
3. SUPPORT & SERVICE REQUIREMENTS
To ensure the longevity and reliability of the equipment, vendors must include the following in
their proposal:
On-Site Training: Comprehensive "Train-the-Trainer” or end-user operation and
maintenance training provided by a factory-authorized representative. This must cover
six sessions over 3 days to accommodate all personnel.
Local Service Center: Proof of a local or regional service center that is capable of
performing repairs, sensor replacements, and annual certifications to minimize
department downtime.
Pricing & Total Cost of Ownership:
Itemized pricing for all hardware and software (if applicable).
4. SUBMISSION INSTRUCTIONS
Please submit your completed proposal by the deadline. Ensure the package is clearly marked
'Gas Monitor RFP' and addressed to Chief Bob Graff at the Rock Island Fire Department.
