An optional on-site pre-proposal meeting will be held with potential proposers at
Concordia Park on Tuesday, June 16 at 11:30AM. Please notify Jim Taylor

1. Project Overview
The City of Roseville is soliciting proposals from experienced and qualified contractors for the
supply and installation of new fencing for the baseball and softball facilities at Concordia Park.
The project consists primarily of the design and installation of perimeter and field fencing
systems for both the baseball and softball fields. The selected vendor will be responsible for
providing complete professional design services, permitting support, material procurement, and
construction.
The Owner seeks a durable, safe, and aesthetically appropriate solution that minimizes the
likelihood of balls leaving the playing areas and impacting adjacent park users or property. The
owner will use the Best Value Procurement Method (not necessarily the lowest bid) to determine
its preferred vendor.
2. Project Scope
The anticipated scope of work includes, but is not limited to, the following:
A. Perimeter Fencing
Installation of approximately 521 linear feet of 6-foot-high black vinyl-coated chain
link fencing.
Fence system shall include:
o Posts
o Rails
o Gates as required
o Necessary footings and hardware
o Black vinyl coating for all visible fencing components
Vendor is responsible to field verify all distances/locations.
B. Baseball Field Improvements
Design and construction of a new baseball backstop.
Installation of associated sideline fencing extending from the backstop area.
Design shall consider:
o Foul ball containment
o Spectator safety
o Player safety
o Durability
o Appropriate sightlines
Vendor is responsible to field verify all distances/locations.
C. Softball Field Improvements
Design and construction of a new softball backstop.
Installation of associated sideline fencing extending from the backstop area.
Design shall consider:
o Foul ball containment
o Spectator safety
o Player safety
o Durability
o Appropriate sightlines
D. Ball Containment Considerations
A primary concern for the Owner is reducing the number of balls leaving the field of play and
traveling outside fenced areas. Vendor team shall evaluate and incorporate appropriate measures
to improve containment, which may include:
Increased fence heights at critical locations
Extended sideline fencing lengths
Overhangs or angled fencing elements
Protective netting systems
Alternative layouts or configurations
Respondents are encouraged to provide innovative recommendations that improve safety and
functionality while remaining cost-effective and maintainable.
3. Vendor Responsibilities
The selected team shall provide all labor, materials, equipment, supervision, and professional
services necessary to complete the project, including:
Site verification and measurements
Conceptual and final design
Construction documents
Engineering, if required
Permitting coordination
Utility coordination
Demolition and disposal of existing fencing as necessary
Site restoration
Construction and installation
Final inspections
4. Project Goals
The Owner’s goals for this project include:
Improved player and spectator safety
Enhanced ball containment
Durable and low-maintenance fencing systems
Attractive appearance compatible with park facilities
Efficient construction schedule
Cost-effective long-term performance
5. Minimum Qualifications
Respondents shall demonstrate:
Experience with sports field fencing and athletic facility improvements
Experience delivering Design-Build projects of similar size and scope
Knowledge of park and recreational facility standards
Capability to provide professional design and construction services under one contract
Positive references from comparable projects
6. Submission Requirements
Proposals should include the following:
A. Cover Letter
Include firm name, address, contact information, and primary project representative.
B. Team Information
Provide:
Key personnel and roles
Subconsultants or subcontractors
C. Relevant Experience
Provide descriptions of at least three similar projects completed within the last five years,
including:
Project name and location
Scope
Cost
Completion date
Client reference
D. Project Approach
Describe the team’s approach to:
Athletic field fencing design
Ball containment strategies
Construction sequencing
Quality control
Coordination with park operations
E. Schedule
Provide a preliminary project schedule including:
Design duration
Permitting
Procurement
Construction
Substantial completion
F. Price
Total price of all services proposed.
Note: this price shall be binding if owner elects to take proposal “as is.” Further
conversations/alterations may be initiated by the owner during the clarification phase.
G. Value Adds
Please submit a list of possible value adds that vendor recommends that the City should consider,
in addition to their base line bid. Value adds shall include the item, reason/justification, added
cost, and any anticipated schedule impacts.

7. Selection Criteria
Submissions will be evaluated utilizing best value methodology. Best value scoring incorporates
a combination of price, vendor qualifications, and effectiveness of the proposed solution.
