This procurement is for the urgent acquisition of ESS Ballistic Laser Eye Protection (BLEP) for the 2nd Battalion, 7th Marines (2/7), currently deployed to Seal Beach in response to civil unrest in Los Angeles. The requirement for BLEP was identified on June 14, 2025, due to the immediate threat of hazardous materials, projectiles, and laser pointers encountered during crowd dispersal operations. These threats pose a significant risk to the Marines' safety and operational effectiveness. Due to the volatile and rapidly evolving situation, a rapid market survey was conducted, revealing that only Terrestris possessed the required inventory and met the critical delivery deadline of June 17, 2025. This sole-source procurement of 700 BLEP units is essential to protect 2/7 personnel and ensure the successful execution of their mission. Delaying procurement to conduct a full and open competition would expose Marines to unacceptable risks and potentially jeopardize mission success. This procurement will provide essential protective equipment, enabling 2/7 to operate safely and effectively in a dynamic and potentially dangerous environment.
