THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This acquisition provides for the Repair, Technical, and Training Support Services required for the Scorpion™ Helmet Mounted Integrated Targeting (HMIT) system. NAWCAD intends to award a Firm Fixed Price (FFP) contract to Thales Defense & Security, INC (TDSI) for a period of performance to include a five year ordering period.
At this time, TDSI is the sole developer of The Scorpion HMIT system. The data rights and equipment required for this effort are proprietary to TDSI. PMA-226 has deemed the HMIT system as the only suitable option to fulfill the needs of the warfighter for which this contract effort provides corresponding OEM sustainment support.
The determination to not compete this requirement is solely within the discretion of the Government and the Government is not considering responses to this notice. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Cami Stemple, cami.b.stemple.civ@us.navy.mil, and Mrs. Lauren Wright, lauren.a.wright23.civ@us.navy.mil, no later than 11:00AM EST on 30 October 2025.
