San Mateo County Aging and Disability Services (ADS) is conducting a market survey through the Request for Letters of Interest (RFI) process to understand and learn more about the available systems in the marketplace for managing IHSS Public Authority provider registry, provider enrollment, and benefits management system.
IHSS Public Authority needs a reliable provider registry database to match clients with providers and maintain accurate records. This system must adhere to all relevant data protection and regulatory standards. In addition, IHSS Public Authority also needs a Provider Orientation and Enrollment System that allows independent providers to enter personal information, complete necessary forms and manage appointments to complete their orientation and enrollment process.
ADS currently has an existing vendor for provider registry database services and would like to learn more about what other options and opportunities are available to consider.
The purpose of this RFI is for the County to collect market research and it is not intended at this time that there will be a request for proposal or a future procurement to select a vendor to perform services. This RFI does not constitute a commitment to issue an RFP, award a contract, or pay any costs incurred in the preparation of a response to this request.
Please do not submit detailed information to us at this time but rather a 1-2 page (max) introduction of your company (including contact information) and how you can provide services. We are looking to perform market research currently. Response to this RFI will not lead to a contract and you will not be compensated for this work. At the discretion of the County, San Mateo County will reach out to organizations that are most relevant to perform market research. The Letter of Interest should detail the following:

The County of San Mateo (the “County” or SMC) covers most of the San Francisco Peninsula. The region covers 744 square miles and is home to nearly 800,000 residents. Aging and Disability Services (ADS): San Mateo County ADS is a division of San Mateo County Health. the Division provides a wide range of services to assist seniors, people with disabilities and dependent adults to live as safely and independently as possible in the community, as well as services associated with administering the estates of deceased persons for whom there is no one able or willing to serve as administrator. With regard to services to seniors, ADS’s overall goal is to develop an integrated long-term supportive services system for older adults and adults with disabilities that is person-centered and responsive to the individual needs of older adults and adults with disabilities, focused on coordinated home and community-based services to maintain individuals in community settings and flexible in its use of resources while reducing administrative duplication, complexity and fragmentation. The Division provides direct services which include centralized intake and referral; assessment and consultation; protective and supportive services and case management.
In-home Supportive Services (IHSS): San Mateo County IHSS program provides homecare services to Medi-Cal eligible aged, blind or individuals with disabilities, including children, to assist them to remain safely in their own homes as an alternative to out-of-home care.
IHSS Public Authority: IHSS Public Authority is a county-level entity that assists in administering the IHSS program, connecting eligible individuals with in-home caregivers and managing provider enrollment and registry services.
San Mateo County ADS is interested in learning about what systems are currently available in the marketplace that provide provider registry database system, provider enrollment/orientation system, and benefits management for IHSS Public Authority program.
