1. Purpose

The City of Roeland Park is seeking bids for the installation of a permanent irrigation

system at the R Park Soccer Fields to provide efficient, automated irrigation in accordance

with the project specifications.

2. Scope of Work

The City of Roeland Park is seeking bids from qualified contractors for the installation of a

permanent, automated irrigation system at the R Park Soccer Fields located at 5535

Juniper Drive, Roeland Park, Kansas.

The work shall include all labor, materials, equipment, and services necessary to

furnish and install a complete and operational irrigation system in accordance with the

specifications described herein and all applicable codes and regulations.

1. Soccer Field Irrigation (Base Bid)

The contractor shall:

a. Provide full irrigation coverage for the soccer field area as shown on the

attached map.

b. Locate all irrigation heads outside of active play areas and configure the

system to avoid tripping hazards.

c. Design and install a zoned irrigation system suitable for heavy turf and high-

use athletic field conditions.

d. Provide a system capable of supporting up to approximately seventeen (17)

irrigation zones.

e. Furnish and install all required piping, irrigation heads, valves, wiring,

controllers, and related components necessary for a complete system.

f. Verify all code-required backflow prevention requirements and include any

required backflow prevention devices in the base bid.

g. Connect the irrigation system to the existing water service line serving the

park restroom facility, as shown on the attached map.

h. Install the irrigation controller within the restroom maintenance room.

i. Provide a controller capable of programmable scheduling and seasonal

adjustment.

j. Power the irrigation controller from the existing restroom electrical service

unless otherwise noted by the contractor.

k. Restore all disturbed soil and turf areas resulting from installation activities

to pre-installation condition.

l. Provide final irrigation layout and zone design suitable for the described

scope of work.

m. The approximate irrigation perimeter is 649 linear feet with an approximate

irrigated area of 25,095 square feet.

n. Provide the City with a written winterization SOP for the entire system.

2. Add Alternates

Add Alternate No. 1 – Flower Bed Irrigation

Provide irrigation for landscaped flower beds located near “See Red Run” as

shown on the attached map. The approximate irrigation perimeter is 185 linear feet

with an approximate irrigated area of 901 square feet.

Add Alternate No. 2 – Hose Bib / Spigot

Install one (1) hose bib on the north end of the soccer field as shown on the

attached map. The hose bib shall be frost-free, lockable, and suitable for use in a

public park setting.

3. Contractor Responsibilities

The contractor shall:

• Provide all necessary permits and inspections as required.

• Coordinate work with the Parks & Recreation Superintendent.

• Include in the bid the number of zones, type of irrigation heads, head

spacing assumptions, and a simple irrigation layout sketch.

• Comply with all applicable federal, state, and local laws, codes, and

regulations.

A contract between Contractor and City detailing Scope of Work, expectations of service,

separation procedures, and other legal topics is to be reviewed and signed by Contractor

and City.

3. Bid Requirements

Bidders should inspect the location prior to submission of a bid. Bids must be

submitted on the attached Bid Form and must be enclosed in a sealed envelope

marked “R Park Irrigation Install”. Bids received will remain subject to acceptance

for sixty (60) days after the Bid date.

The City reserves the right to reject any or all bids and to determine bidder

responsibility in accordance with applicable law

The successful bidder must obtain an occupational license from the City Clerk’s office.

4. Insurance and Bond Requirements

The successful bidder shall procure and maintain, at their own expense, insurance coverage for the duration of the

project. Prior to commencement of work, the bidder shall submit a certificate of insurance naming the City of

Roeland Park, Kansas, its officials, officers, and employees as additional insureds. Insurance shall be written by

carriers licensed in the State of Kansas and shall include the following minimum limits:

• Commercial General Liability Insurance, including products and completed operations,

with limits of not less than $2,000,000 per occurrence and $2,000,000 aggregate (per

project).

• Workers’ Compensation Insurance in compliance with statutory requirements of the

State of Kansas.

• Automobile Liability Insurance, if applicable, covering owned, non-owned, and hired

vehicles, with limits of not less than $2,000,000 per occurrence.

• Employers’ Liability Insurance with limits of not less than $1,000,000 each accident,

$1,000,000 each employee, and $1,000,000 policy limit.

All policies shall provide for a minimum of thirty (30) days’ written notice to the City prior to

cancellation or material change in coverage. Failure to maintain the required insurance

coverage shall constitute a material breach of contract.

5. Submission Deadline

Interested contractors shall submit one (1) sealed copy of their Bid Form to: City Clerk,

City of Roeland Park, 4600 W 51st St #200, Roeland Park, KS 66205. All bids must

be marked on the outside of the envelope: “R Park Irrigation Install” Bids must

be received no later than 3:00 p.m., Tuesday, March 10, 2026.

6. Timely Delivery

It is the responsibility of contractor to ensure that their bid arrives at the City Clerk’s

office on time. Late or non-delivery due to mail or express delivery company failure

are insufficient reasons to consider late bids. Bids received after 3:00 p.m. on

Tuesday, March 10, 2026 will not be considered.

7. Uniformity

For ease, uniformity and fairness in the evaluation of bids, it is required that each bid

conforms in all respects outlined in this document.

8. Award Criteria

The contract will be awarded to the lowest responsive and responsible bidder

whose bid meets the requirements of the bid documents and is determined to be in the

best interest of the City of Roeland Park. The City reserves the right to reject any or all

bids and to waive informalities or minor irregularities in any bid. All bids shall be

irrevocable for a period of sixty (60) days from the bid deadline stated in Section 6.

9. Waiver

By the submission of a bid in response to this request, the bidder hereby expressly

waives the right to bring, file or enforce any and all claims or causes of action, legal or

equitable, against the City, its officers, agents or employees that pertain or relate to

the City’s bid process, to include but not limited to the notice, letting, review and award

stages, processes and procedures. This waiver shall be effective as of the bidder’s

submission of its bid form and shall be irrevocable by bidder, its successors and

assigns. If bidder takes any action in contradiction of this waiver, then the City shall be

awarded all costs associated with its defense of such actions including but not limited

to reasonable attorney fees, filing fees and other legal costs.

Contract Time

The City is looking for installation of the R Park Irrigation system to be completed by

April 17, 2026, weather permitting.

10. Rights Reserved by the City

The City of Roeland Park reserves the right to reject any or all bids, to waive

informalities or minor irregularities in any bid, and to award the contract in the best

interest of the City.

12. Payment Schedule

Funds will be released to the contractor following the installation and sign off or the
