Bidding Process: Hall County is now accepting sealed bids from
qualified contractors for the provision of the Services in the County's
Purchasing Division, located on the fourth (4th) floor of the Hall County
Government Center, 2875 Browns Bridge Road, Gainesville, GA 30504
until 2:00 p.m. EST on Thursday, September 17, 2026. All bid packets
must be sealed and time and date stamped by the Hall County receptionist
located on the 4th floor to be considered.
General Qualifications: Bidders must be in the regular business of
providing similar Services. Bidders must be licensed, insured, and bonded
in the State of Georgia.
Mandatory Pre-Bid Meeting: The pre-bid meeting will start promptly at
9:00am located at Firestation #14, 7065 Dove Point Lane Hoschton, GA
30548 then proceed to Firestation #7 CB Headquarters,731 E. Crescent
Drive, Gainesville, GA 30501 and end at Firestation 13, 2709 Sardis Road,
Gainesville, GA 30506
Questions: All communications must be directed solely to Connie
Barnes, Issuing Officer, at cbarnes@hallcounty.org for questions or
clarifications of the IFB requirements.
Addenda: If needed and in the best interest of the County, the Purchasing
Division may make an extension of the bidding period by a formal written
addendum and publicly posted on the County website. All addenda must be signed by the Bidder
and returned with the bid packet.
Proposal Documents: Bidders may obtain all submittal documents at no cost via the County's
website at https://www.hallcounty.org/Bids.aspx,then scroll down and click the link for "024-47
Fire Stations 7, 13, & 14 Remodels" and download all required documents under "Related
Documents". Any addenda will also be posted at the bottom of the webpage as needed. Bidders
are responsible for checking for addenda. Addenda must be signed and returned along with the
bid packet.
Bid Response: Each Bidder must provide a total of two (2) hard paper copies of its bid, including
any addenda, with one (1) marked "Original" and one (1) marked "Copy". Both hard paper copies
should be in a sealed envelope(s).
Each Bidder must provide one (1) hard paper copy of Exhibit C - Cost Proposal Worksheet. Prices
quoted on Exhibit C - Cost Proposal Worksheet shall be fixed and firm for the duration of the
contract.
Electronic signatures on bid documents are acceptable; however, hard copies of the bid response
are required, as stated above.
Bidders must also provide their responses on one (1) USB drive.
Public Reading: Bid openings are open to the public and to Bidders. Bidders are not required to
attend but may do so. The Issuing Officer named herein, or another Purchasing team member,
will open and publicly read all Bidder's company names, their locations, and proposed costs on
the Bid Due Date at the Hall County Government Center, 2875 Browns Bridge Rd, Gainesville,
GA 30504 on the 4th floor.
Evaluation and Selection: The County will evaluate all submittals in accordance with the Official
Code of Hall County, Georgia 3.10, and as further detailed herein.
Award Process: The County reserves the right to reject any or all bids, in whole or part, or to
select any Bidder, without liability on part of the County to the Bidder to complete the described
work. The County intends to award the contract to one (1) company that it deems to be the lowest
cost, responsible and responsive Bidder to perform all the work described herein. Lead times and
length of time to complete the work may also be a factor in award.
Bid Retention: Bidders may not withdraw their bid after the bid opening. Bids must be valid for
one hundred twenty (120) calendar days. All forms, documents, and exhibits attached hereto must
be completed and returned with the bid. The County reserves the right to retain all bids submitted
and use any idea(s) in a bid regardless of award. The County shall have the right to waive any
informality or irregularity of immaterial deviation in any bid received.
Bidders must sign Exhibit B - Contract for Services. Bidders may submit redlines and exceptions
to Exhibit B - Contract for Services to the Issuing Officer prior to submitting their bids. Redlines
and exceptions to the contract must be submitted by the Bidders' Questions Due Date listed
above.
Legally Binding Agreement: The County and the awarded Bidder shall enter into a formal
agreement; substantially in the form of the attached Exhibit B - Contract for Services. Contracts
are only valid if they are signed by the County's Chairman of the Board of Commissioners, or
his/her designee, and the awarded Bidder. Bidders must sign the Exhibit B - Contract for Services
and submit it with their bid responses. If there are no written objections or exceptions, then the
County will understand this as an affirmative acceptance of the Scope of Work as it is presented.
Bonds: The awarded bidder is required to obtain performance and payment bonds both equal to
100% of the awarded sum prior to the issuance of a Notice to Proceed.
Non-Collusion Clause: Bidders must have no contact of any nature with any other Bidders,
County staff members (except the Issuing Officer named herein), its elected officials, nor
Commissioners, during the evaluation process. The County will deem such as collusion and thus
render the submission in violation of the Official Code of Hall County and thus the County may
render the proposal as non-responsive and not evaluate the proposal for an award.
By submitting a proposal, the Bidder represents and warrants that no official or employee of Hall
County Government has, in any manner, an interest, directly or indirectly, in the proposal or in the
contract which may be made under it, or in any expected profits to arise there from.
County Consultants: From time to time, the County may select an outside consultant at its own
discretion who will act under the direction of County's Project Manager. The consultant will have
full authority to act on behalf of the County; however, the consultant may not solicit goods and
services on behalf of the County without prior written approval from the County. Contractors
MUST follow all specification sections prepared by the County's consultant, and Contractors
MUST allow the consultant to inspect the work.
Taxes: The County is exempt from State of Georgia Local Sales and Use Tax. The Bidder
understands and acknowledges that it is responsible for any sales and use taxes it may incur.
The Bidder will not charge or invoice the County any sales and use tax as a separate line item.
The Contractor may request a copy of the County's Georgia Sales and Use Tax Exemption
Certificate.
Federal Suspension and Debarment Compliance
In accordance with 2 CFR 200.214 and 2 CFR Part 180.300, if this procurement is funded in
whole or in part by federal grant funds, the County is prohibited from awarding contracts to parties
that are debarred, suspended, or otherwise excluded from or ineligible for participation in federal
assistance programs. If applicable, by submitting a proposal in response to this IFB, the Bidder
certifies to the best of its knowledge and belief that neither it, its principals, nor its subcontractors
are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily
excluded from entering into covered transactions by any Federal department or agency.
Respondents are required to complete, sign, and return the attached Debarment and Suspension
Certification Form with their proposal. Failure to submit this certification if required may render the
proposal non-responsive.

1.0 INTRODUCTION
The County desires to award one (1) company for the Services described herein and is soliciting
sealed bids for this Invitation for Bid (herein "IFB") for the Services. Bidders must be in the regular
business of general contracting.
2.0 GENERAL TERMS AND CONDITIONS
A. The County reserves the right to conduct any review it may deem advisable to assure
services conform to the specifications.
B. Prospective firms, including all officers, must not be, or have been, debarred by any
Federal, State, or Local authority.
C. A Bidder must not be, or have been, in any legal suit for negligence, willful misconduct,
fraud, or otherwise malpractice charges.
D. A Bidder must be legally able to conduct business in the State of Georgia.
E. A Bidder must not have abandoned a project or an engagement or otherwise been
terminated for non-performance or subpar performance
F. A Bidder must not be under an enforcement action for related investigation pending by a
professional or regulatory group.
3.0 SCOPE OF WORK
Fire Station #7 (3 Separate Bathrooms)
This scope of work outlines the tasks and responsibilities associated with the remodeling
of existing bathrooms, including demolition of existing tile surfaces and installation of
new tile on the floor and shower walls.
The awarded contractor will provide a turnkey job that includes supplying all materials
and coordinating and supplying all applicable trades to complete the job.
A. Demolition & Removal Contractor will:
Remove existing tile flooring down to the subfloor.
o
Remove existing shower tile from walls and floor down to appropriate substrate.
o
Remove existing shower curb, bench, niche, or related tile assemblies (if
applicable). Remove existing cabinets/counter tops as necessary for the scope of
work.
Take care of any plumbing to include drain and fresh water supplies. This shall
o
include raising the existing height of the shower heads were applicable. Also, the
removal of existing toilets and replace once completed.
Safely dispose of all debris off-site in accordance with local regulations.
o
Inspect underlying subfloor, wall framing, and shower pan area for any hidden
o
damage. Notify client of any structural repairs needed (not included unless
specified).
B. Materials
Specify any materials provided by:
Client: Tile selection, grout color, fixtures, etc.
o
Contractor: Mortar, waterproofing system, substrate panels, grout, sealant, etc.
o
C. Surface Preparation Contractor will:
Prepare and level subfloor as needed for new tile.
o
Install appropriate backing materials (cement board, waterproof membrane, etc.)
o
on shower walls and floor.
Apply waterproofing system throughout shower area per manufacturer
o
specifications (e.g., RedGard, Schluter Kerdi, or equivalent).
Verify all surfaces are ready for tile installation.
o
D. Tile Installation (Floor) Contractor will:
Install new floor tile as selected by the client.
o
Use appropriate thin-set mortar and leveling system as needed.
o
Cut and fit tile around toilet flange, vanity footprint, and other fixtures. Grout and
o
seal floor tile (if applicable).
E. Warranty
Contractor provides warranty on workmanship for one year.
o
Manufacturer warranties apply to supplied materials.
o
F. Exclusions
Plumbing relocation (unless specified).
o
Electrical work (unless specified).
o
Hidden damage repairs not visible before demolition.
o
1. Chief's Bathroom
* Prep and repaint all center block walls using high-quality latex gloss
paint suitable for restroom environments.
* Prep existing epoxy flooring by cleaning, abrading, and repairing as
needed.
* Re-apply a durable, bathroom-appropriate epoxy floor coating per
manufacturer specifications. This floor will need anti slip covering.
* Install glass shower door to replace shower curtain. GC will provide
samples for Fire Rescue to decide style, and size.
2. Main Bathroom
* Remove existing countertops, sinks, and associated plumbing to
allow access to walls and flooring for refinishing.
* Install a new cabinet and solid-surface countertop with new sinks and
faucets once work is completed in the main restroom.
* Reconnect all plumbing to new fixtures, ensuring proper function.
Remove all tile from walls and showers.
* Prep all non-shower wall surfaces for repainting and repaint using
latex gloss paint. Retile all showers to ceiling height using 1 ft x 2
ft shower-rated tiles.
* Raise all shower heads from approximately 74 inches to a
standard height of approximately 82 inches.
* Upgrade all plumbing fixtures to current Delta fixtures that allow
for easy serviceability. Remove all toilets and the single urinal;
store for reinstallation upon completion of work. Remove all floor
tile and replace them with 2 in x 2 in floor-rated tiles.
* Ensure the floor drain is properly recessed to allow effective water
drainage.
* Install new restroom partitions to provide separation for two toilets
and one urinal, including doors to include new toilet paper
dispensers.
3. Unisex Bathroom
* Remove existing cabinet and sink to allow access to walls and
flooring; reinstall once work is complete.
* Remove all tile from walls and shower.
* Prep all non-shower surfaces for repainting and repaint using
latex gloss paint. Retile the shower to ceiling height using 1 ft x 2
ft shower-rated tiles.
* Raise the shower head from approximately 74 inches to a
standard height of approximately 82 inches.
* Upgrade all plumbing fixtures to the latest Delta models for
improved serviceability. Remove toilet and reinstall after
completion of renovation.
* Remove existing floor tile and replace with 2 in x 2 in floor-rated
tile.
Fire Station #13 (Full station Remodel except for the Kitchen)
Specifications for the fire station 13 remodel:
1. Terrazzo flooring shall be refinished and sealed to restore to new conditions.
2. The surfaces getting painted shall be prepared properly per the manufacturer's
recommendations before paint is applied. This includes, but is not limited to, peeling, cracking,
caulking, sanding, degreasing, etc. The paint shall be safe for interior use for living quarters and
be zero VOC due to being occupied 24-7. Exterior paint shall be used in the bay and all exterior
locations. The same paint prep will be required for those exterior locations before paint is
applied. Exterior paint colors will be selected by Fire Rescue. The successful bidder shall
produce interior and exterior paint samples so Fire Rescue can select the colors and finish i.e.
flat, eggshell, semi-gloss, etc. All exposed surfaces shall be protected from overspray and
areas taped to provide clean lines where necessary.
3. Bathroom tiles shall use moisture-resistant bathroom approved tiles.
4. Ceiling grid and tile replacement shall match the current configuration at each station.
Commercial quality materials shall be used that are suitable for continuous occupation.
5. Bathroom shower replacement shall consist of porcelain tiles and approved grout.
Commercial-grade Delta fixtures shall replace the existing fixtures and allow for parts
replacement.
6. Lighting update, replace 4' fluorescent fixtures with 6" LED recessed Wafer style lights that
shall be installed in the new ceiling tiles.
7. Bay ceiling fans, two (2) ceiling fans shall be replaced with a 10' minimum outdoor rated fan
with wall control.
Flooring
a. All terrazzo flooring throughout the station will be refinished by polishing and reseal.
b. LVP in dayroom area will need a piece of threshold replaced where the terrazzo meets
the LVP. All other LVP will be left untouched.
Ceiling
a. Replace any grid or tiles needed where lighting is changed out or stained. Match tiles to
the existing tiles. There will be several areas where 2 x 4 fluorescent lighting is
exchanged for wafer style LED lighting.
b. Repair all hard deck sheetrock ceiling before painting. Most of this is located in closets.
c. Replace any insulation that is damaged from removing grid and tile. Replace any
missing insulation.
d. NOTE, the ceiling in the Men's restroom and Unisex restroom will need to be removed
and new grid and bathroom rated tiles should replace the existing sheetrock hard deck
ceiling. The intent is to have access to repair leaks etc.
Doors
a. Refinish all interior and exterior metal doors. Exterior is metal which will require prep
and paint. Note: we will leave all interior wood doors as is.
Paint all of station
Power wash entire exterior of station to prepare for paint, including washing the stucco, vinyl
soffit, fascia, and gutters.
a. Full interior repaint to include living quarters and apparatus bay. The exterior painting will
include all trim, doors, columns, etc. The surfaces should be properly prepped before
paint to include caulk, sanding, etc. We will not paint the exterior brick or interior window
trim or gutters.
Exterior repairs
a. Make sure all columns around the station are secure and repaired.
Lighting
a. We are replacing all lighting throughout the station; we will specify the exact style of light
during pre-bid conference. NOTE any light that is going to fall directly above a ceiling
fan will need the location adjusted.
b. Replace all EXIT signs.
c. Install hard wired, LED lighting to illuminate the flags at night. Lighting shall be sufficient
as to fully illuminate the flags from all angles and at full mass.
Electrical face plates
a. Replace all light and receptacle face plates throughout the station.
Cove Base
a. Cove base remove and replace with darker base to closely match new trim color. This
applies to the office, dayroom, Lieutenant office and bunk room.
Apparatus Bay
a. Two bay fans installed and relocated to the center of each lane and remove existing
fans. Cap existing electrical boxes from old fans. Fan shall be 10ft single phase
indoor/outdoor high velocity ceiling fan with wall control included. Example is

b. Addition of one (1) LED can light to be wired to a constant hot. The idea is to have a
night light in the apparatus bay for calls during the night. This light is to be wired and
placed in the center of the apparatus bay and center of the lanes.
c. Paint apparatus bay walls. Paint doors and trim in the apparatus bay.
d. Remove and replace the 8' fluorescent lights and replace with a 8' LED equivalent (LED
Seamless Vapor Proof Fixture)
e. Paint apparatus bay doors to color match (white), interior and exterior. These doors are
aluminum and will need the correct prep for paint adhesion for interior and exterior paint.
Prep to prevent overspray on walls, rails, springs, motors, etc.
Outside storage room
a. Repair ceiling if needed and paint ceiling and walls. Colors to be determined.
b. Replace light with LED equivalent.
Unisex restroom
a. NOTE, the ceiling Unisex restroom will need to be removed and new grid and bathroom
rated tiles should replace the existing sheetrock hard deck ceiling. The intent is to have
access to repair leaks etc.
b. Remove and replace shower with tile shower (porcelain, 2"by 2" in floor and 1'x2' on the
walls). Flooring shall be tile suited for flooring applications and the wall tile shall be 1' by
2' to extend to the ceiling level. Replace all plumbing shower fixtures (mixing valve,
shower head etc. with quality Delta product). Shower nozzle height should be raised to
a normal height if applicable (approximately 82"). Make sure the tile in the floor contains
a threshold to prevent water from escaping the shower.
c. Remove and replace the sink and counter. Install cabinet base that is suited for
bathroom applications, cabinet shall be rated for bathroom use with doors for
underneath storage, new solid surface countertop, and new sink with fixtures (get
approval from Fire Rescue on the fixture). Height of cabinet with countertop should be
standard.
d. Remove and replace all lighting with matching LED lights.
e. The successful bidder shall produce samples so Fire Rescue can select the colors and
finish.
Bunkroom
a. Paint all walls.
b. Ceiling tile replacement as needed after lighting updates.
Men's Restroom
a. NOTE, the ceiling in the Men's restroom will need to be removed and new grid and
bathroom rated tiles should replace the existing sheetrock hard deck ceiling. The intent
is to have access to repair leaks etc.
b. Remove and replace shower with tile shower (porcelain, 2"by 2" in floor and 1'x2' on the
walls). Flooring shall be tiles suited for flooring applications, and the wall tile shall be 1'
by 2' to extend to the ceiling level. Replace all plumbing shower fixtures (mixing valve,
shower head etc. with quality Delta product). Shower nozzle height should be raised to
a normal height if applicable (approximately 82"). Make sure the tile in the floor contains

Lt. Room
a. Ceiling tiles and grid repaired after lighting update.
b. Two (2) LED wafer lights to replace 2x4 fluorescent lights. Make sure the lights are not
above the fan to prevent flickering.
Kitchen
a. Replace 2x4 fluorescent lights with 2x4 LED with color/coolness change capabilities.
Day Room
a. Remove 2x4 fluorescent lights and replace with LED wafer style lights
All storage closets inside station and in apparatus bay
a. Lighting replacement with LED that matches existing
b. Paint walls and ceiling
Interior repairs
a. HVAC discharge and return vent replacement.
