1. Introduction
1.1. Background Information
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
project coordination, final design services, and construction documents for the CSAH 10 (10th St N) / CSAH
17 (Lake Elmo Ave N) / CR 17B (Lake Elmo Ave N) Intersection Improvement Project.
County State Aid Highway (CSAH) 10 in this area is:
* Is a two-lane undivided rural highway
* Is functionally classified as an A-Minor Reliever
* Has traffic volumes of 9,300 vehicles per day (2023)
* Has a 55-mph posted speed limit
* Is located within the city of Lake Elmo
CSAH 17 in this area is:
* Is a two-lane undivided rural highway
* Is functionally classified as an Other Arterial
* Has traffic volumes of 4,050 vehicles per day (2023)

1.2. Project Information
This project is identified as RB-2808 in the Washington County Capital Improvement Program (CIP).
This project is a cooperative effort between Washington County, the City of Lake Elmo, and the Valley
Branch Watershed District, with Washington County serving as the lead agency. State Aid is the anticipated
funding source for construction costs.
1.3. Project Schedule

1.4. Lake Elmo Elementary School
This intersection improvement project is prompted by a land-use change adjacent to the intersection.
Stillwater Area Public Schools ("the school district") is finishing construction of a new site for Lake Elmo
Elementary School in the northwest quadrant of this intersection. The new school site will accommodate
approximately 1,100 students and 130 staff members. The school district is on track to receive approval for
building occupancy and commence school operations for the 2026-2027 school year by the beginning of
August 2026. There are two new access points onto County facilities due to school construction, which are
shown in Appendix B.
* Main School Access: Located along CSAH 10, approximately 1,225 feet west of CSAH 10/CSAH 17/CR
17B intersection; this access will be the primary access for staff/visitor parking and will also serve
parent pick-up/drop-off operations.
* Bus Access: Located along CSAH 17, approximately 1,250 feet north of the CSAH 10/CSAH 17/CR 17B
intersection; this access is intended for buses/utility vehicles only for the school.
Through the school site's development approval process, Washington County required a permanent traffic
signal system at the main school access on CSAH 10, a temporary (wooden pole) traffic signal system at the
intersection of CSAH 10/CSAH 17/CR 17B, and infrastructure for controlled access at the bus access to be
constructed in time for the start of school operations. All of these improvements to the County system have
been completed as of the posting of this solicitation.
1.5. Previous Project Phase
The design for both traffic signal systems along CSAH 10 was led by Washington County outside of this
project. The traffic signal system construction was constructed by the school district's contractor and
administered by the school district's construction manager. The final traffic signal system design plans will
be provided to the selected Consultant.
Washington County solicited a consultant for community engagement and preliminary design services in
April 2025. The deliverables for the preliminary design phase were to facilitate a comprehensive public
involvement plan to solicit community engagement regarding a robust alternatives analysis process, finalize
a community-supported preferred alternative (a draft concept layout is included as Appendix C), and
procure 60% (preliminary) plans and a 60% cost estimate. Thirteen (13) Project Management Team (PMT)
meetings occurred during the previous project phase. Washington County anticipates facilitating a formal
resolution of support to enter into final design from Lake Elmo City Council before the final design
consultant contract is awarded. The community engagement and preliminary design phase is anticipated to
be complete by Fall 2026.

1.6. Goals and Objectives for Current Project Phase
The objective of this phase of the project is to perform detailed engineering to produce accurate
construction documents for bidding. In summary, the goals of this project phase are as follows:
* Transition to final design efficiently utilizing the community engagement and technical progress
performed during the previous project phase
* Produce construction documents that meet applicable MnDOT, CSAH, Washington County and City of
Lake Elmo requirements.
* Produce accurate project cost estimates reflective of the proposed improvements.
* Design stormwater management in accordance with applicable regulatory requirements and the
previously coordinated stormwater treatment on the school site.
* Confirm the location of existing public and private utility facilities and coordinate required adjustments.
* Meet a final design schedule that prioritizes a favorable bidding environment in early 2028.
* Obtain/support the County in obtaining required permits from necessary permitting authorities.
* Develop a construction schedule and detour plans that are supported by the Project Management Team
(PMT) and balance construction operations efficiency with minimizing public inconvenience.
* Support the County's pre-construction communications to keep adjacent property owners, area
businesses, and the traveling public informed of the project team's plan for construction staging.
2. Scope of Work and Deliverables
The following lists outline work tasks and associated items that are included as part of the contracted services.
2.1. Project Coordination
2.1.1 Project Management
The selected Consultant will perform all work necessary to effectively coordinate the project completion
and maintain the project schedule and budget. The proposal should include a summary of the project
management measures required to ensure that the project is completed on time, within budget, and in
accordance with applicable laws, policies, standards, and good engineering practice.
* This project phase will start with a hybrid kick-off meeting at the Washington County Public
Works office. This meeting is anticipated to include County and consultant staff.
* After the kick-off meeting, the Consultant will host bi-monthly PMT meetings, which can be
virtual. The selected Consultant will be responsible for providing meeting minutes to the PMT
and will be required to send the PMT agenda at least 48 hours ahead of each monthly meeting.
* The Consultant project manager will host bi-weekly virtual check-in meetings with the County
project manager.
2.1.2 Internal and External Team Coordination
The selected Consultant will be responsible for managing the day-to-day project coordination activities
of all project work, including coordination with Washington County. This includes phone calls, e-mails,
and other correspondence.
Washington County will lead general correspondence with external project stakeholders. The selected
Consultant may be asked to support the coordination by attending meetings, producing exhibits, etc.
Some examples of anticipated correspondence may include, but is not limited to:

* Coordination with agency stakeholders, including the City of Lake Elmo
* Coordination with the public, including the school district and Cimarron Park
* Coordination with other project consultants, such as the school district's design team, geotechnical
services consultant, water resources/environmental engineering consultant, preliminary design
consultant, etc
* Coordination of potential project funding awards
The selected Consultant will lead technical correspondence with external project stakeholders. Before
the final design kickoff, the consultant project manager and Washington County project manager will
coordinate which stakeholders Washington County should be included vs updated on the status of these
conversations. Some examples of anticipated correspondence may include, but is not limited to:
* Utility coordination with public and private utility owners
* Coordination with agency permitting authorities, including Minnesota Pollution Control Agency
(MPCA) and Valley Branch Watershed District (VBWD)
2.1.3 Quality Management Plan
The selected Consultant shall develop and implement a project specific Quality Management Plan (QMP)
which will detail specific quality control activities and processes that will be utilized throughout the
duration of the project.
The plan for quality control and quality assurance checks of the following submittals shall be included:
90% plans, 90% cost estimate, 100% plans, 100% specifications, 100% cost estimate, final plans, final
specifications, and final cost estimate.
The QMP shall be kept up to date and available for review upon request during this project phase.
Frequent discussion regarding quality procedures of the selected Consultant, not necessarily associated
with deliverables, is anticipated at bi-weekly PM check-in meetings.
2.2. Public and Agency Involvement
The goal of the Washington County Public Works Department is to achieve excellence in design with
every project we do through comprehensive public involvement. Comprehensive public and agency
involvement occurred during the previous phase of this project, so public involvement is anticipated to
be limited to pre-construction communications during this project phase.
A project communications consistency go-by will be provided to the selected Consultant, which will
elaborate on the role of Washington County and the Consultant for all potential aspects of public
involvement on the project. Anticipated project-specific public involvement efforts are included below.
2.2.1. Project Website
Washington County has procured a project-specific website, which will be available throughout the
duration of the project. The selected Consultant may be responsible for providing photos and/or
graphics to supplement Washington County's website updates.
2.2.2. Newsletters
Washington County will create any necessary public mailers, including performing mailing, internally.

2.2.3. Pre-Construction Open House
At most, Washington County will host one public open house meeting to share construction details with
the public after the project is advertised for bid. This event would consist of an in-person event followed
by an extended online engagement period. The duties of the selected Washington County and the
selected Consultant for open houses are identified below:
Washington County (PM in partnership with Communications Specialist):
* Schedule the in-person event
* Provide event sign-in sheets
* Provide comment cards and comment box(es)
* Create online survey
* Create and maintain online GIS-based comment mapping application
* Attend in-person event
* Facilitate online engagement following the in-person event
* Generate in-person and online engagement analytics
Consultant:
* Produce open house boards
* Attend in-person event, including taking the lead on setup & takedown
* Provide a summary document, which documents the event promotion efforts as well as
themes/take-aways from the in-person event and online engagement activities
2.2.4. Style Guide
For reference, the Washington County Style Guide, located at
https://www.washingtoncountymn.gov/StyleGuide, shall be used to create documents for the public
(boards, graphics, event materials, etc.).
2.3 Final Design Services
2.3.1 Project Data
A data package of all design files, graphics, memorandums, meeting agendas and minutes, reports,
analysis documentation, etc. from the previous phase will be provided to the successful Consultant.
Due to the nature of the separate preliminary and final design solicitations for this project, it is possible
that the final design consultant will need to utilize the previous design consultant's design files for the
project. If applicable, the responder shall demonstrate examples of successful logistics transitions for
similar projects.
Washington County will provide the following information to the successful Consultant:
* Geolocated project aerial imagery
* Topographic survey
* Wetland delineation linework, report, and documentation of Notice of Decision (NOD) by the
applicable LGU
* Existing right-of-way and easement data from the Washington County survey division
* Washington County design details (design criteria, standard plates, standard plans, plan
production checklist)
* Guidelines for Consistent Project Communications as referenced in Section 2.2.4

* Traffic data and analysis as referenced in Section 2.3.3
* Preferred alternative concept layout and respective design files
* 60% plans in design file and PDF formats
* 60% cost estimate in spreadsheet format
2.3.2 Geotechnical Evaluation
Washington County is utilizing their geotechnical on-call contract to perform geotechnical analysis. The
geotechnical report, including boring logs and pavement core information, will be provided to the
selected Consultant as they become available to inform the proposed roadway design.
Washington County will be responsible to lead the review of the draft geotechnical report and providing
comments to support the finalization of the report. The selected Consultant will be responsible for
incorporating the geotechnical recommendations into the proposed design.
2.3.3 Traffic Analysis
The selected Consultant will receive a data package with traffic counts, counts, models, analysis, and a
traffic & safety memorandum documenting the forecasting work that informed decisions during the
preliminary design phase.
The scope of the preliminary design phase included creating and coordinating MnDOT approved
Intersection Control Evaluation (ICE) Report or Roundabout Justification Report (RJR) for the proposed
intersection control treatment change. As of the posting of this solicitation, the RJR is still in process and
therefore has not yet been routed for MnDOT approval.
2.3.4 Property Acquisition
The previous phase included identification of final construction limits for the County to acquire the
necessary property needs via their property acquisition process. Following delivery of the final
construction limits, Washington County shall be responsible to perform title research, prepare parcel
sketches, solicit an appraiser, and acquire right-of-way (temporary and/or permanent) reflecting the
project needs.
The selected Consultant will receive Washington County's property acquisition schedule. There is
minimal support anticipated from the final design consultant for the property acquisition process.
2.3.5 Drainage Design
The selected Consultant will be responsible for developing a stormwater management design for the
project improvements that meets applicable agency criteria in order to apply for, and ultimately receive,
a Watershed permit.
It is noted that the school district's design team coordinated and implemented additional stormwater
treatment on their school site for the County's anticipated proposed improvements. The selected
Consultant will receive the school district's stormwater report.
2.3.6 Utility Coordination
For the purposes of this RFP, "utilities" shall mean and include, but not be limited to, all privately,
publicly, or cooperatively owned pipes, lines, antennas, or facilities for the distribution or transmission
of electrical energy, gasoline, oil, natural gas, water, sewage, steam, cable TV, telephone or other

material and communication lines and devices.
The preliminary design consultant obtained the locations of all utilities that exist within the limits of
construction which may be affected by the project via a Gopher State One Call design locate (mapping
and field locates).
Immediately following NTP, the selected Consultant will be responsible to ensure all utilities have been
identified by owner, type, and size. Anticipated follow up is expected, including conducting detailed
utility searches and direct correspondence with utility owners.
Other utility coordination scope anticipated in this contract includes:
* All utilities shall be shown on plans in accordance with the requirements of the "Utility
Notification Law", Minnesota Statute Section 216D.04
* The subsurface utility information to be provided in the final plans shall be utility Quality Level
D
This quality level shall be determined according to the guidelines of CI/ASCE 38.-.2, entitled
"Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data"
* Lead utility coordination meetings with private utility owners, send out meeting minutes, track
action items.
* Conflicts:
The selected Consultant shall incorporate a tabulation of any conflicts and required changes
to existing utility facilities into the initial plan submittal.
If conflicts with public utilities are anticipated, the selected Consultant shall work with the
owner of these facilities, and Washington County, to determine a proposed solution.
Washington County's construction survey group is able to survey utilities located in the field as needed.
2.3.7 Construction Staging and Detour Planning
Construction staging and detour planning is a significant coordination component of final design services
on Washington County transportation projects. Washington County anticipates a temporary bypass to
be the recommended method for construction. Schematic details on construction staging are
anticipated to be included in the 60% (preliminary) plans. The selected Consultant will be responsible
for hosting a construction staging/detour planning workshop with applicable County staff.
2.3.8 Permits and Approvals
The selected Consultant will be responsible to verify all applicable permit needs associated with the
project improvements are identified. Permits and approvals required may include, but are not limited to,
the following: Minnesota Pollution Control Agency (MPCA) National Pollutant Discharge Elimination
System (NPDES), Valley Branch Watershed District (VBWD), and Stormwater Pollution Prevention Plan
(SWPPP) documents.
Washington County will lead coordination, submit applications, and obtain applicable permits for MPCA
NPDES.
The selected Consultant will lead coordination, submit applications, and obtain applicable permits for the
Watershed.
If additional permit needs are determined, the selected Consultant project will coordinate with the County
project manager to determine the lead.

Washington County will pay all permitting fees.
2.3.9 Construction Plans and Specifications
Washington County anticipates three (3) submittals of construction documents to occur during this
project phase; a 90% submittal, a 100% (draft final) submittal, and a final submittal. Plans and
specifications will include all elements and details required by Minnesota County State Aid Highway
(CSAH) standards for all submittals.
Specifications will not be developed until the 100% submittal.
* Washington County will prepare Division S.
* The selected Consultant will provide project specific special provisions (Division SB, SI, SL, ST, SZ,
etc.) and coordinate external agency specifications.
The selected Consultant will lead MnDOT State Aid submittal coordination, which is anticipated to be
coordinated in conjunction with the 100% submittal.
Washington County will require documentation of calculations for select quantities to be submitted at
all submittals. Washington County will also require documentation of the previous submittal's comment
tracking (spreadsheet/Bluebeam session/PDF/etc) for all submittals during this project phase.
2.3.10 Total Project Costs
The selected Consultant will provide a project cost estimate matching the Statement of Estimated
Quantities in Excel format at each submittal, which shall include construction costs, split in accordance
with the Washington County Cost Policy, and a 7% contingency for the final submittal.
Washington County will provide guidance to the selected Consultant on County Furnished Items, if
applicable.
2.3.11 Bidding and Construction Assistance Services
Bidding Services
The Washington County project manager will prepare the bid package and post the bid package for
electronic bidding. The Washington County construction engineer will be the point of contact for
contractor questions during bidding.
In the event that plan sheet modifications are needed during bidding, the selected Consultant shall
modify plan sheet(s), specifications, and the final cost estimate to reflect changes addressed in
addendums. The Washington County project manager will package and post addendums.
Washington County has a robust construction engineering team that will oversee the contractor
operations. Minimal time is anticipated for the next two sub-tasks.
