I.            OUTREACH MEETING AND SITE VISIT

Please join us for an information meeting and site visit to discuss the 23-6511 SMCWRC Rehabilitation Ph 1: 90% Contractor Outreach Meeting.

This project will be procured through the Request for Competitive Sealed Proposal (RFCSP) alternative construction delivery method and is tentatively scheduled to be advertised First Quarter 2026.

This will be an in-person meeting.  Sign-in will begin at 8:00 am (CDT), with the formal presentation starting at 8:30 am (CDT) at the SMCWRC Cafeteria (Building 16). The presentation will provide important information about the project. This outreach meeting and site visit is primarily for prime contractors or key subcontractors only. Refer to the estimated scope in Section II.6. below.

Please complete the attached RSVP form and provide to Yvonne Rodriguez, Contract Administrator via email to yvonne.rodriguez@saws.org by the RSVP deadline. Attendees shall RSVP no later than May 1, 2025 by 10:00 AM (CDT).  There is a limit of two (2) team members per firm.

Please submit questions and/or comments by May 14, 2025, at 4:00 PM (CDT).  Answers to the questions will be posted to the web site by May 21, 2025, at 4:00 PM (CDT).

II.           PROJECT ESTIMATED INFORMATION

1. The SMCWRC is the largest of the three (3) wastewater treatment plants San Antonio Water System (SAWS) owns and operates, and is located at 3495 Valley Rd, San Antonio, TX 78221.  The plant has been in operation since 1987.
2. Estimated construction budget is $50,000,000.00
3. Estimated advertisement in 1st quarter of 2026
4. Estimated Construction start in Mid 2026
5. This project is the first phase of the 2020 Wastewater Facilities Master Plan to rehabilitate or replace aging equipment and infrastructure at SMCWRC.  Phase 1 of the planned improvements will address critical rehabilitation needs at secondary treatment, tertiary filtration, and disinfection process areas.
6. The scope of this project includes:

• Replacement of sludge collection mechanisms in Stage 1 settling tanks
• Replacement of Stage 2 return activated sludge (RAS) screw pump assemblies
• Replacement of tertiary filter cloth media units and fiberglass filter frames
• Concrete structure repairs and protective coatings within focus areas
• Replacement of sluice gates, scum skimmers, piping, pumps, and associated equipment in the disinfection area
• Replacement of existing digestion boiler, boiler canopy decking, and associated improvements
• Demolition of abandoned fuel storage tank
• Electrical and Supervisory Control and Data Acquisition (SCADA) improvements to secondary treatment, tertiary filtration, disinfection, and boiler process areas
• All associated site civil, mechanical, structural, electrical, and I&C work for this rehabilitation
