Carteret County Government is seeking competitive Bids for the purchase, delivery, and installation of a new single-wide
manufactured home measuring approximately fourteen feet wide by fifty-six feet long (14’W x 56’L), totaling approximately
seven hundred eighty-four (790) square feet.
The unit shall include all standard features necessary for occupancy and operation, including HVAC, electrical, plumbing,
insulation, interior finishes, and exterior skirting.
The manufactured home shall be delivered and installed at the designated site located at 2370 Mill Creek Road, Newport, NC
28557. All components necessary for the turnkey purchase and installation shall be the Contractor’s responsibility. This work
shall include but is not limited to, all required site work, coordination with utilities for new services, inspections, foundation or pier
installation, anchoring and tie-downs, steps and landings, utility connections (water, sewer, and electrical), and final grading as
necessary for a complete and operational installation.
The Contractor shall abide by the details and shall refer to the specifications and any associated diagrams or supporting
documents provided below.

Project Overview
Carteret County is seeking Bids for the purchase, delivery, and complete installation of one (1) mobile home to be used to
house Emergency Medical Personnel (Paramedics and Emergency Medical Technicians).
The awarded Contractor shall provide a turnkey project, including manufacturing/procurement, transportation, site preparation,
installation, utility connections, permitting, and final inspection approval.
No work shall begin until the County issues a written Notice to Proceed.
General Requirements
The Contractor shall furnish all labor, materials, tools, equipment, supervision, transportation, permits, and incidentals
necessary to provide a fully functional and code-compliant mobile home.
The unit shall be approximately 790 square feet and meet all applicable local, state, and federal building codes, including ADA
compliance requirements.
The completed installation must pass all required local inspections prior to final acceptance.

Installation Requirements
The Contractor shall provide full installation services, including but not limited to:

• Site preparation (grading, pad, blocking, etc. as required)
• Securing all required permits (Carteret County Planning will waive all building permits through Carteret County
Department)
• Plumbing and electrical connections
• Utility tie-ins as required
• Ensuring compliance with all applicable codes
• Coordination of inspections and obtaining final approval
The Contractor shall be responsible for ensuring the unit is fully operational upon completion.

Cost Estimate Requirements
Bids shall include a detailed, itemized cost estimate.
The estimate shall clearly identify and include:
• Cost of mobile home
• Labor
• Materials
• Equipment
• Taxes
• Delivery and transportation
• Site preparation
• Utility connections
• Mobilization
Any additional costs must be clearly noted in the Bid.
Submittal Deadline
Bids must be submitted no later than Tuesday, March 17, 2026 at 10:00 AM, EST. Late submissions may not be considered.

Award of Contract
The award shall be made to the lowest responsive, responsible bidder whose Bid meets or exceeds the specifications set forth
in this Invitation to Bid.
Carteret County reserves the right to reject any or all bids, to waive informalities, and to accept the bid deemed to be in the best
interest of the County.
The successful bidder shall be notified in writing of the award. The contract shall not be considered binding until approved by
the appropriate Carteret County authority and a written Notice of Award is issued.

The successful bidder shall provide all required insurance certificates, bonds (if applicable), and any other required
documentation within the time specified in the bid documents prior to commencement of work.

Bids shall be emailed, mailed, and/or hand delivered to the address of the POC shown above, and if mailed the
sealed envelope shall clearly state the name of this IFB. It is the sole responsibility of the Contractor to ensure that
their Bid arrives by the designated submission date assigned.

ALL BIDDERS SHALL COMPLY WITH ALL APPLICABLE LAWS REGULATING THE PRACTICE OF GENERAL
CONTRACTING AS CONTAINED IN CHAPTER 87 OF THE GENERAL STATUTES OF NORTH CAROLINA. FOR
CONTRACTS $40,000 OR MORE, EXCEPT FOR CERTAIN SPECIALTY WORK AS DETERMINED BY THE LICENSING
BOARD, BIDDERS ARE REQUIRED TO BECOME LICENSED BY THE NC LICENSING BOARD.
Please provide a detailed cost breakdown on official company letterhead, clearly itemizing materials, labor, and
applicable taxes.
All bids shall be prepared and submitted in accordance with the following requirements. Failure to comply with any
requirement may cause the Bid to be considered irregular and may be grounds for rejection.

drawings and specifications and has visited the site of the Work, and has satisfied himself relative to the Work to be
performed.
MATERIALS, EQUIPMENT AND EMPLOYEES
a) The contractor shall, unless otherwise specified, supply and pay for all labor, transportation, materials, tools,
apparatus, lights, power, fuel, sanitary facilities and incidentals necessary for the completion of his work, and shall
install, maintain and remove all equipment of the construction, other utensils or things, and be responsible for the safe,
