The City of Casa Grande requests Statements of Qualifications (SOQs) for a Construction
Manager at Risk (CMAR) to provide preconstruction services and complete construction services
for the City’s Kortsen Road from Pinal Avenue to Peart Road Project in the City of Casa Grande,
Arizona.
Each response shall be per the SOQ instructions and scope of work package on file with the City
Clerk at City Hall, 510 East Florence Boulevard, Casa Grande, Arizona, 85122. Copies can be
obtained by calling the City Clerk's Office (520) 421-8600 or downloading a complete packet at the
City's website: www.casagrandeaz.gov.
All responses must be submitted by 2:00 p.m. local time on Tuesday, April 21, 2026 to the Office
of the City Clerk, 510 East Florence Boulevard, Casa Grande, Arizona 85122. The responses will
be evaluated in accordance with Section Five (5) of the SOQ.

SECTION 1 - PROJECT DESCRIPTION
The City of Casa Grande (City) is seeking a qualified Construction Manager at Risk (CMAR) to provide
preconstruction services and complete construction services as the CMAR for roadway construction
for the following project, herein referred to as "the Project":
Kortsen Road from Pinal Avenue to Peart Road Project will be built in two separate segments:
• Segment 1: Kortsen Road, Peart Road to Maria Avenue
• Segment 2: Kortsen Road, Maria Avenue to Pinal Avenue
This procurement is conducted pursuant to A.R.S. Section 34-603. The City intends to select a
CMAR based on qualifications and to negotiate a contract for preconstruction services, followed by
negotiating a Guaranteed Maximum Price (“GMP”) for construction services.
The Project limits are shown below.
The improvements are based on the following objectives:
• Expanding capacity to reduce congestion while maintaining safety performance for all
road users. Pedestrian enhancements will focus on safer crossings, better sidewalks,
and improved signal timing.
• Improving pavement drainage by providing roadside retention basins to manage
stormwater runoff.
• Engaging all relevant stakeholders ensures diverse perspectives, transparent
decision-making, and smoother project execution from planning through
maintenance.
• Engaging all relevant stakeholders to share project information, obtain input, and
work together to meet community needs.

SECTION 2 - SCOPE OF WORK
The Scope of Work will include, but not be limited to, the following tasks:
The Construction Management at Risk (CMAR) will be responsible for working with the engineering
design team. The CMAR will serve as the general contractor during the design and construction
phases of this Project. During this design phase of the Project, the CMAR will be required to
actively participate in the design process while determining the constructability and cost estimating
for the Project. The Project's cost estimation shall consist of determining the design parameters
required to ensure the Project can be designed and constructed within budget.
Before construction, the CMAR will assume the risk of delivering the Project through a GMP
construction contract. The CMAR will be responsible for construction means and methods. The
CMAR may also self-perform work or solicit bids from qualified subcontractors.
Prior to execution of the construction contract, CMAR shall provide the City a Payment Bond and
a Performance Bond in accordance with A.R.S. Section 34-222.
The following are the minimum requirements of the CMAR:
A. During the pre-construction phase services by the CMAR may, at a minimum, be
required to:
1. Work with the design team in the development of final design plans and quantities,
including providing suggestions or recommendations for value engineering and other
potential cost-savings opportunities.
2. Develop a Guaranteed Maximum Price (GMP) to perform the work identified in the
plans developed by the Project design team.
3. Identify any long-lead items required.
4. Provide a conceptual schedule for the Project, primarily the construction phase.
B. During the Construction phase services by the CMAR may, at a minimum be required
to:
1. Construct all improvements.
2. Coordinate with various City of Casa Grande departments, other agencies,
utility companies, etc.
3. Arrange for procurement of materials and equipment.
4. Maintain the approved Project schedule.
5. Bid, award, and manage all construction-related contracts while meeting
City requirements for procurement of subcontractor and supplier bids.
6. Provide quality controls, including QA/QC testing.
7. Provide payment and performance bonds to ensure construction.
8. Address and obtain federal, state, and local permitting requirements.
9. Assist in the resolution of owner issues.
10. Maintain a safe work site for all Project participants.
