This is a SOURCES SOUGHT notice for market research purposes to determine the availability of qualified sources capable of providing the services described within the solicitation. Potential contractors are invited to provide a response via e-mail to Shanna Comparato at shanna.comparato@va.gov by June 4, 2025, 5:00 p.m. Central Standard Time.
Responses will be used to determine the appropriate acquisition strategy.
Service: Community Based Outpatient Clinic (CBOC) for the Department of Veterans Affairs (VA), Black Hills Healthcare System in Pierre, South Dakota. The proposed CBOC services include leasing, furnishing, equipping, and staffing one CBOC and providing Primary Care services to veterans. Mental Health services are anticipated to be provided by VA staff members via telehealth or at the main VA facility. The proposed CBOC will provide services for an estimated 890 - 1,066 veteran patients. The current CBOC is operated by a contractor and is in Pierre, South Dakota.
The anticipated contract will be a re-competition for services to begin at the end of the current contract. The anticipated contract period is a 10-year contract with Nine (9) Option Periods. Services estimated to commence on 1/1/2026. All companies wishing to do business with the U.S. Government must be registered in the System for Award Management (SAM) at https://www.sam.gov/. Please note that there is no charge to register in SAM.

The capability statement request is not a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding your company's ability and price range to provide the services listed above.
Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will be used to determine the appropriate acquisition strategy. Other than small businesses (i.e., Large Businesses) are requested to respond to this notice in the event the market does not indicate Small Business interest.
6) Provide any additional feedback that you feel is relevant (e.g., problems or any other issues experienced with similar contracts).
