Komar Industrial Shredders Maintenance and Repair



The National Institute of Standards and Technology (NIST) is conducting market research for information on the capability and availability of potential contractors to perform maintenance and repair services for the Komar Hard Drive Shredder and Komar Auger Compactor at NIST Gaithersburg Campus, located in Gaithersburg, MD.



Purpose:



This Sources Sought Notice (SSN) is issued as market research to gather information on the capabilities and availability of qualified contractors interested in providing maintenance and repair services for the Komar Hard Drive Shredder and Komar Auger Compactor at NIST’s Gaithersburg Campus. Responses will inform the Government’s acquisition strategy for this prospective requirement.



THIS IS NOT A REQUEST FOR PROPOSALS. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit NIST to contract for any supply or service. Further, NIST is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this SSN. No contract award will be made based on responses to this notice.



This notification is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources. Failure to submit all information requested will result in a contractor not being considered as an interested party.



Background:



NIST utilizes industrial waste shredders, specifically the Komar Auger Compactor and Komar Electro Shear Shredder, to support its personal property disposition operations at the Gaithersburg Campus. These shredders play a vital role in the secure and efficient disposal of metal and electronic materials, ensuring compliance with disposal regulations and safeguarding sensitive data. The reliability and functionality of these machines are essential to maintaining effective and efficient operations in NIST’s property management and disposal processes.



Prospective Procurement:



NIST is seeking contractors capable of performing maintenance and repair services for the shredders. The prospective procurement anticipates a period of performance with a 1-year Base Period and four (4) 1-year Option Periods, with a possible 6-month Extension Period.



Sources being sought are firms with the following North American Industry Classification System (NAICS) Code(s):




  • 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.



Scope Objectives:



Performance under this requirement shall provide all the following:




  • Preventive Maintenance: Perform routine inspections, lubrication, calibration, and cleaning, while replacing worn parts and testing shredding efficiency, all in line with manufacturer recommendations.

  • Corrective Maintenance and Repairs: Diagnose and repair malfunctioning parts, ensuring proper replacement and adjustment of components, in accordance with manufacturer specifications.

  • Emergency Services: Provide rapid response for unplanned breakdowns, including after-hours availability, to minimize downtime.

  • Parts and Materials: Supply all necessary parts, tools, and materials, ensuring replacements meet or exceed original specifications, with an inventory of commonly used parts maintained.

  • Reporting and Documentation: Deliver detailed reports after each service, including work performed, issues identified, parts replaced, and recommendations for future actions.

Interested parties are invited to submit responses that include the following information. Responses should not exceed 10 pages:




  • Company Information:


    • Company name, address, and points of contact with positions, telephone numbers and e-mail addresses.



  • Business Size/Classification:

    • Indicate your business size and classification (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned).

    • Include the SAM Unique Entity ID (UEI) as registered in SAM.gov.



  • Relevant Work Experience:

    • Provide a tailored Capability Statement.

    • Provide descriptions of three to five similar projects performed within the past ten years where your company served as the prime contractor. Include client references (contract number, POC name, title, e-mail, phone number) for verification of project details such as size, scope, complexity, dollar value, and performance.



  • Self-Performing Work:

    • Indicate which portions of the work your organization would be able to self-perform and any subcontracting arrangements planned.
