Summary

San Mateo County Health fulfills the health function for entire county and interacts with 100,000 residents per year. Our mission is to help everyone on San Mateo County live longer and better lives. The annual budget is $1.4B with 2,330 employees and 600 contracted partners. The Department includes 13 divisions and teams, Health Administration which includes Finance, LEAP Institute and Communications, Health Information Technology, San Mateo Medical Center, Behavioral Health and Recovery Services, Public Health Policy and Planning, Family Health, Correctional Health, Emergency Medical Services, Environmental Health Services, and Aging and Disability Services. Our mission in action includes protecting public health by preventing disease through health programs, monitoring the environment, and promoting community health, as well as serving as a robust safety net by providing a continuum of health care services serving our most vulnerable residents. We have 37 locations across the County.

County Health is seeking assistance in evaluating the operating efficiency of its organizational structure to assess its readiness to meet unprecedented federal and state challenges.



Background

Due to recent federal and state policy changes, County Health is facing significant uncertainty. While many details are still unclear about how the policy changes enacted at the federal and state levels will roll out over the next several years, we know that these changes will:

  • reduce the number of people covered by Medi-Cal,
  • increase the number of people who are uninsured,
  • decrease funding for the healthcare safety net, and
  • disproportionately impact people with unsatisfactory immigration status (UIS).

Based on the information currently available, over the next few years the federal and state reductions together will mean between 36,200 to 53,700 or 21-31% of San Mateo County residents currently on Medi-Cal could lose their Medi-Cal coverage and San Mateo County Health could experience substantial financial losses.

As a result of these looming fiscal and policy changes, County Health is seeking assistance in evaluating the operating efficiency of its organizational structure to assess its readiness to meet these unprecedented challenges.
