The US Army’s Product Manager, Soldier Clothing and Individual Equipment (PMSCIE) is responsible for the life cycle of the following commodity items: Flame Resistant Army Combat Uniform (FRACU), Army Aircrew Combat Uniform (A2CU), Army Combat Shirt (ACS), Army Combat Pant (ACP), Improved Combat Vehicle Crewman’s Coverall (ICVC), Fuel Handler’s Coverall (FHC) and five layers of Fire Resistant Environmental Ensemble (FREE) items. PM-SCIE has a requirement to evaluate Commercial-off-the-Shelf (COTS) items, develop Soldier items, as well as perform random verification testing of the Flame resistant capability of contracted Soldier Flame Resistant Clothing items. This capability will allow PM-SCIE to independently establish or verify predicted performance.
The government, through market research has determine that only one source is available to provide this testing. The government is intends to award a firm fixed price contract under FAR 13.106-l(b)(l) to only one responsible source, NC State University for Manikin Flammability Testing.
This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the government.
A determination by the government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer.
