This project is located in the Manette neighborhood of Bremerton, Washington. The work includes, but is not limited to, temporary traffic control, demolition, removal and replacement of stormwater pipes and catch basins, including approximately 1,400 linear feet of 18-inch diameter and larger pipe, grading, furnishing, and installing precast concrete treatment vaults and hydrodynamic separators, reconstruction of the roadway with hot mix asphalt, pavement markings, curb ramps, driveways, and landscape restoration all in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications

NOTICE INVITING BIDS
RECEIPT OF BIDS: Sealed Bids for the EAST 9TH STREET STORMWATER IMPROVEMENTS
will be accepted by mail (Attn: City Clerk) or in person by the City Clerk or designated staff on
April 14, 2026, between 10:30 a.m. and 11 a.m. in the lobby of the Norm Dicks Government
Center (6th Street entrance) located at 345 6th Street, Suite 100, Bremerton, WA 98337.
Prospective bidders are hereby notified that they are solely responsible for ensuring timely
delivery of their bid to the City of Bremerton.
OPENING OF BIDS: The bids will be publicly opened on April 14, 2026, at 11:00 a.m. PST.
COMPLETION OF WORK: The WORK must be completed within 130 working days after the
commencement date stated in the Notice to Proceed.
DESCRIPTION OF WORK: This Contract provides for the installation of two Contech Filterra
stormwater treatment systems and one Modular Wetland Systems vault, conveyance piping,
roadway restoration, and a stormwater outfall and shoreline restoration at the East 9th Street Mini
Park as well as shoreline mitigation at Smith Cove. This project is located in the Manette
neighborhood of Bremerton, Washington. The work includes, but is not limited to, temporary traffic

Engineers Estimate range for this project is $3.0 to $3.7 million. All work shall be performed in
accordance with the Contract Plans, these Contract Provisions, and the latest edition of the
WSDOT/APWA Standard Specifications.

Please call for availability and fax your request prior to picking up. Bid documents will be available
beginning March 24, 2026.
PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract
Documents. Sealed envelopes containing bids shall be entitled: East 9th Street Stormwater
Improvements.
PROPOSAL BOND: Each bid proposal shall be accompanied by a bid proposal deposit in cash,
certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the
amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent shall
make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency.
CONTRACT BOND: The successful bidder will also be required to provide a Performance Bond
for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract
and furnish satisfactory performance bond within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the City of Bremerton.
BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of
seventy-five (75) calendar days from the date of bid opening.
WAGE RATES: The attention of Bidders is directed to the requirements and conditions of
employment to be observed and the minimum wage rates to be paid under the Contract.

APPRENTICES: Bidders shall be aware of the projects apprentice utilization requirement
described in Special Provision 1-07.9(3).
CITYS RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all bids on
any or all schedules or alternates or to waive any informalities in the bidding and shall determine which
bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof.
No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or
as a defense to any action based upon the neglect or refusal to execute a contract.
