Summary

The City of Tustin is seeking proposals from qualified vendors to conduct a comprehensive Information Technology (IT) Gap Analysis. The purpose of this analysis is to evaluate the current state of the Tustin Police Department’s technology infrastructure, identify areas for improvement, and provide strategic recommendations for modernization and enhancement to support law enforcement operations.

The selected vendor will conduct a structured review of systems, workflows, infrastructure, policies, and operational needs, and deliver a clear roadmap outlining short-term fixes, long-term upgrades, integration opportunities, cost and staffing requirements (during implementation as well as on-going basis). This assessment will support future capital planning, grant applications, and strategic initiatives.

The overall goal is to take advantage of the newest technology and harness efficiencies by reviewing practices and implementing technology to enhance service delivery. The selected vendor will:

  • Assess current IT infrastructure, systems, and processes
  • Identify gaps between current capabilities, industry best practices, and technology/innovation goals in the 2025–2027 Strategic Plan
  • Evaluate cybersecurity posture and data governance (including Criminal Justice Information Services (CJIS) compliance)
  • Benchmark department systems against similar-sized agencies
  • Recommend short- and long-term technology upgrades
  • Provide a roadmap for implementation, including staffing resource requirements (during implementation and on-going basis), cost estimates, and timelines
  • Support future planning for CAD/RMS replacement, RTIC development, and new digital evidence systems


Background

The City of Tustin is located in Orange County, California, and is located roughly 37 miles southeast of Los Angeles and 90 miles northwest of San Diego. The City has an estimated population of 80,000 and covers over 11 square miles. The City is a full-service City that offers a range of municipal services that includes, but is not limited to: police protection; public works, water and sewer utility operations; building and safety; development services for land use planning, and zoning; housing and community development; and a full range of recreation and cultural activities.

The Tustin Police Department (TPD) was founded in 1927, shortly after the incorporation of the City. Over nearly a century, the Department has expanded considerably. Today, TPD consists of 105 sworn officers and 58 civilian support personnel. The Department retains a strong commitment to community-centered policing, as Tustin has evolved from a small community to a growing suburban city with substantial residential, commercial, and civic infrastructure. This transformation has broadened the scope and complexity of policing, including increased demands for traffic enforcement, investigative services, digital record-keeping, community outreach, and emergency response.

• Dispatch Telephone Equipment - Motorola VESTA
• VoIP Phone System – Mitel

Goals under the 2025-27 TPD Strategic Plan Core Areas – Technology & Innovation

• Implement new CAD/RMS systems to improve operations and data management: Replace current systems with a more modern CAD/RMS that improves interoperability, mobile reporting, data analytics, and integration with body-worn cameras and future systems (e.g., RTIC – Real Time Information Center).
• Explore AI tools for report writing and operational optimization: Includes AI-driven transcription, redaction, and draft report generation tools (e.g., Axon Draft One) to reduce clerical workload and automate administrative processes.
• Upgrade body-worn cameras and the use-of-force training simulator.
• Launch online police reporting for better community service delivery: Improves reporting accessibility for low-level crimes, lost property, traffic collisions, and other non-emergency incidents.
• Establish a RTIC (Real-Time Information Center): A major initiative requiring layered integration of CCTV, CAD, ALPR, drones), analytics, dispatch dashboards, and regional data-sharing including the Sheriff Department’s Real-Time Operations Center.
• Acquire a drone/crisis negotiation team vehicle, a mobile command post, and modernize the department fleet: Ensures technology readiness and supports mission-critical field operations.
