The purpose of this notice is to survey interest and obtain capability statements from industry to assist the Government in shaping the acquisition strategy.
The U.S. Army Corps of Engineers (USACE) Europe District is planning a procurement for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple-Award Task-Order Contract (MATOC) for Erosion Control and Natural Resource Protection services in the country of Germany (with possibly a 10% allowance outside of Germany). The MATOC would have a five-year ordering period with a maximum capacity of $40 M. The MATOC expires at the end of the ordering period or when the maximum capacity is reached, whichever comes first. The North American Industry Classification System (NAICS) code for this procurement is 541620 – Environmental Consulting Services.
The Government anticipates issuing an RFP around January 2025, with an ordering period beginning no earlier than April 2025. The solicitation would use the procedures of FAR Part 15 and FAR 16.5, and other regulations and supplements.
PROJECT DESCRIPTION
USACE Europe District requires services for reducing/preventing erosion, revegetation, and rehabilitation of damaged training lands, controlling dust, and protecting natural resources at multiple US military sites throughout Europe over the next five years in support of the US Army’s Integrated Training Area Management program – see attached draft Statement of Work (PWS). The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to accomplish tasks including but not limited to:
