Description

This is a combined synopsis/solicitation notice only. The information regarding this effort can be located on GSA.gov under RFQ1751947. This requirement for Curriculum Development will be procured as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside using FAR PART 8, for a multiple-award BPA. Vendors not meeting this criteria will not be considered.



The Federal Bureau of Investigations (FBI) mission is to protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners; and to perform these responsibilities in a manner that is responsive to the needs of the public and is faithful to the Constitution of the United States. The mission of all training units in the FBI, to include Training Division (TD) is to provide training and professional development to the FBI workforce and our national security and law enforcement partners. Training Division specifically provides direction and support to FBI Headquarters (HQ) and field divisions in the planning and execution of career development training to include curriculum, funding, instruction, evaluation, tracking, reporting, and implementation for the FBI workforce and partnering agencies. The FBI requires curriculum development services that follow a systematic instructional systems design (ISD) process as detailed in the FBI's Technical Manual for Training Development; demonstrate expertise in the areas of graphic design, web design, eLearning development, animation, and audio/video editing; and support the strategic plan to bring awareness and recognition to the FBI. This is a new requirement under North American Industry Classification System (NAICS):611430 Professional and Management Development Training Product Service Code (PSC):- U008 - Education/Training - Training/Curriculum Development Type of contract expected: Firm Fixed Price, Time and Material (T&M)/Labor Hour (LH), and Cost Reimburseable. This requirement for Curriculum Development will be procured as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside using FAR PART 8, for a multiple-award BPA for a period of performance consisting of 12-month base plus four (4) 12-month options. The Contractor shall provide curriculum development support services in line with the FBI Technical Manual and Standard Operating Procedures while implementing the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model of Instructional System Design (ISD) which provides dynamic, flexible guidelines for building effective training. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform curriculum development as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property (GFP). The contractor shall perform to the standards in this contract.
