TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION.

NOTICE

It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Brandon Williams, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid.

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: Can we delay the project start date until the rainy season passes (Approximately November 25)?

Answer: The Notice to Proceed with construction shall be issued by the Owners Representative based upon multiple considerations once the low bidder is identified and contracting is completed.

2. Question: Is the 150 days calendar or working days?

Answer: Calendar, as per Instructions to Bidders Section F: General Conditions, Article 1.16.

3. Question: Will Jane Scenic be closed to the public during construction? Can it be closed if not?

Answer: The park will not be closed. Contractor shall provide public access through the work area which shall be reflected in the Maintenance of Traffic submittal and Right-of-Way permit, to be applied for by the Contractor and to be issued by Collier County.

4. Question: How high do we have to trim the trees to?

Answer: Contractor shall trim all vegetative elements which protrude into the roadway, as such, from the edge of proposed roadway and up to ten feet (10’) above proposed grade.

5. Question: Is the silt fence continuing the entire length of the project or just specific areas?

Response: Silt fence shall be located, at a minimum, at all locations specified on the Construction Plan Sheets C101-C113 and Typical Road Sections ‘A’ through ‘D’, Sheets G102-G103, including culvert crossings, low water crossings, etc.  Contractor is responsible for maintaining Best Management Practices for the duration of construction.

6. Question: Requesting time extension for bidding purposes?

Answer: Acknowledged.  A time extension has been issued through April 22, 2025.

7. Question: Is an environmentalist required full time?

Answer: Contractor to provide environmentalist to perform a pre-construction imperiled species survey, and during all tree trimming activities.

8. Question: For the culvert replacement, does vegetation need to be removed inside 30’ radius of the silt fence/Turbidity barrier on each end of pipe?

Answer: No. Wetland shall not be impacted. Only the area immediately adjacent to the culvert shall be impacted. At most, a five (5) foot offset.

9. Question: What are the required dimensions for coconut mats at culvert crossing as shown on sheet C308?

Answer: The product shall not contain polypropylene/plastics of any kind and shall be 100% jute coir or other natural fiber only, cut to fit the surface areas disturbed at the crossing. 10. Question: Can culvert replacement be done in the wet?

Answer: The culvert shall be constructed or laid in dry dewatered excavation, unless otherwise approved by the EOR.  EOR will evaluate and approve the contractor’s proposed installation for wet condition.

11. Question: Is the contractor required to furnish additional LBR 40 materials       meeting the specs in the event existing road material does not meet LBR-40 spec requirements?

Answer: Yes. The intent is to utilize the existing material, grade, compact and test. Compaction results shall be provided and deficiencies coordinated with the EOR.

12. Question: In Plan G-103 what is typical gravel referring to? Is it FDOT limerock?

Answer: 57 coarse gravel aggregate meeting the FDOT standard specification 901, as per the note for section A-A on Sheet C201.

13. Question: If we cannot shut down the road entirely, can we close half of the road and work in sections?

Response: The park will not be closed. Contractor shall provide public access through the work area which shall be reflected in the Maintenance of Traffic submittal and Right-of-Way permit, to be applied for by the Contractor and to be issued by Collier County.

14. Question: Is a licensed tree trimmer required? Do we have to treat the limbs at cut ends?

Answer:Contractor shall include in his bid a line item for a licensed tree trimmer and limb treatment.

15. Question: Can tree trimmings be ground and chipped on site?  And can they be left on site?

Answer:Contractor shall include in his bid an additional line item to grind and chip trimmings and to dispose of the chippings offsite.

16. Question: Does the project require Quality Control and/or a Safety Officer on site?

Answer: No.

17. Question: If any stumps, trees or growth within the area of work are encountered, what are the means and methods to remove it?

Answer: If any stumps are encountered, the EOR shall be notified immediately.  It is not the EOR’s desire to completely clear or grub the roadway area.

18. Question: Will riprap be sand/cement riprap bags or Florida natural stone type A with bedding stone and filter fabric.

Answer: Florida natural stone type A with bedding stone and filter fabric.

19. Question: What are the required specs for granite bedding stone and where will the geoweb and granite bedding stone be needed?

Answer: Gravel requirement is FDOT standard spec 901. Gravel overlay is proposed in all areas that correspond with typical sections B, C and D on sheets G102 and G103. Geoweb will be required at both low water crossings illustrated on sheet G102.

20. Question: Are we required to remove the top 6” layer of limerock in order to compact the LBR-40 layer?

Answer: Rework material, as specified within the Typical Roadway Sections, Sheets G102 and G103.

21. Question: If existing 6” limerock base does not meet specifications, is contractor required to remove and replace limerock with imported limerock that meets specs.

Answer: No. However, compaction results shall be provided and deficiencies coordinated with the EOR.

22. Question: What determines the job boundaries for exotic tree removals?

Answer: No exotic tree removal- just tree vegetation trimming with required environmentalist.

23. Question: Prior and during construction, Will an Archaeologist be required on site for monitoring?

Answer: Contractor to provide Archaeological Resource Monitor (ARM) services for all activities requiring any type of ground-disturbing activities.

24. Question: Can you please send me the quantities of asphalt, the type of asphalt, % RAP, the thickness and how many lifts for this project?

Answer: No asphalt is proposed.

25. Question: If Geotextile fabric HP270 is not required in cross sections C & D, then what is the minimum requirement for geotextile in those cross sections?

Answer: Mirafi N-Series, nonwoven geotextile, or approved equal.

26. Question: Cross sections B shows removal of existing material. Where does the contractor store the material if any, or does the contractor have to remove it off site?

Answer: Cross Section B is intended to excavate, rework and regrade the material onsite and reuse all material to achieve the designed recommended slopes of 4% to 6% at the low water crossings.  The term “low water crossing” is intended to identify these typical crossings in their existing conditions.  Therefore, no soil shall be removed from the site to otherwise create a low crossing.

27. Question: Sheet C-201 says Contractor is NOT responsible for obtaining the NPDES permit? Is that correct?

Answer: The project is greater than 1 acre and therefore, the contractor shall obtain a NPDES permit.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
