General Notice

Rural Water District No. 4, Douglas Co., Kansas (Owner) is requesting Bids for the construction of the following Project:

Waterline Improvements – Priority #1

MEG PN: 2021-DouglasRWD#4-02-002

Bids for the construction of the Project will be received at the Douglas RWD #4 District Office located at 1768 N 700 Rd Baldwin City, Kansas 66006, until the above time. At that time the Bids received will be “publicly” opened and read.

The Project includes the following Work:

Project will generally include the following: installation of approximately 9.5 miles of 12” to 6” PVC waterline, including but not limited to piping, tracer wire, valves, fire hydrants, cleanout, county road cased/uncased crossing, unnamed tributary uncased/cased crossing, casing pipe, carrier pipe, service meter connections, connections to existing mains and all associated appurtenances.

The Project has an expected duration of 280 days to Substantial Completion and 340 days to final payment.

Information regarding this project can be found in the “Public Jobs” link on the website. Contractors desiring the Contract Documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies; 10840 West 86th Street, Lenexa, KS 66214, telephone number is 913-371-4430. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier’s checks shall be made payable to Drexel Technologies, Inc.

Prospective Bidders must register with the Issuing Office as a plan holder. The project information in the eDistribution plan room will be updated periodically with addenda’s, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the project. All official notifications, addenda’s, and other Bidding Documents will be offered only through the eDistribution plan room. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated Issuing Office.

Pre-bid Conference

A non-mandatory pre-bid conference for the Project will be held at the above time at Douglas RWD #4 District Office 1768 N 700 Rd Baldwin City, KS 66006. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Domestic Preference

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
