Description

Background:



The Nevada National Security Site (NNSS) is a U.S. Department of Energy (DOE) installation, operated by Mission Support and Test Services (MSTS) , comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. It is located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, and is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.



Opportunity Description:



MSTS requires the services of a qualified subcontractor to provide Janitorial Services:




  1. Subcontractor shall furnish adequate supervision to ensure that work is performed in a satisfactory manner. Subcontractor shall maintain surveillance over personnel employed to perform work on this subcontract. Subcontractorshall provide Contractor with the names of all personnel performing work on this subcontract and shall advise the Contractor, within 24 hours of any changes in personnel.


  2. The subcontracted work will require access to secure areas. Such access will require a facility clearance for the Subcontractororganization and access authorizations (security clearances) for Subcontractor personnel working within the secure areas.


  3. The subcontracted work will be performed in two major complexes: the RSL (approximately 300 employees), and the North Las Vegas Facility (NLV) (approximately 1000 employees).


  4. A representative of the Subcontractor must be available onsite at the North Las Vegas Facility during core hours of operation, 6:30 a.m. to 3:30 p.m. (PST), Monday through Friday. A representative of the Subcontractor must be available onsite at the Nellis RSL Facility during the core hours of operation, 5:30 a.m. to 1:30 p.m. (PST), Monday through Friday. The Subcontractor’s staff shall work variable hours in staggered shifts to cover Contractor’s core hours of operation and to accommodate special maintenance requirements and shampooing of carpets during non-core hours.


  5. The Subcontractor shall be required to provide janitorial services for various Special Events, (i.e., extra cleaning).


  6. The Subcontractor management/personnel shall perform an initial facility walk down with the Contractor ’s Subcontract Technical Representative (STR) and/or designee of each building to be familiar with specific requirements for all buildings. Also, the Subcontractor management/personnel will be briefed by the STR as to the egress routes of each building to include knowing the evacuation and shelter-in-place locations and reporting requirements. A sign-in sheet will be provided to ensure personnel have completed an initial walk down of each building for the STR’s file.


  7. The Subcontractor shall have a 15-day transition period at the beginning of the Subcontract period during which the Subcontractor must coordinate with the current Janitorial Services to ensure a smooth transition. The Contractor ’s STR will liaise as necessary. Additionally, the Subcontractor shall have a 15-day transition period at the end of the Subcontract during which the Subcontractor must coordinate with the successor for Janitorial Services to assure a smooth transition.
